Summary of the contracting process

The City of Edinburgh Council is seeking to establish a single Lot Framework Agreement for the provision of Funeral Director Services under Section 87 of the Burial and Cremation Act (Scotland) 2016. This process, categorised under "Funeral and related services" in the services industry, will include the provision of funeral services, transport, and storage of the deceased. The framework will primarily be used by the City of Edinburgh Council, with Midlothian Council also able to utilise it. The contract, valued at GBP 250,000, underwent an open procurement method and has reached the award stage, with Mark Porteous Funeral Directors Ltd being awarded the contract. Key locations for the service include Mortonhall Crematorium and Craigmillar Castle Park Cemetery in Edinburgh.

This framework agreement opens significant business growth opportunities, particularly for companies in the funeral services industry. Small and medium-sized enterprises (SMEs), especially those with the necessary financial standings and proper registrations under either the National Association of Funeral Directors (NAFD) or The National Society of Allied & Independent Funeral Directors (SAIF), are well-suited to this tender. The contract outlines criteria focusing on quality (70%) and price (30%), ensuring that businesses providing high-quality services at competitive prices have a substantial opportunity to secure future sub-contracts or extensions within this framework.
