Forest and Climate Leaders' Partnership (FCLP) Secretariat Operational Delivery Partner
Notice Description
Under the UK Presidency of COP26, over 140 governments signed the Glasgow Leaders' Declaration (GLD) on Forests and Land Use, agreeing to halt and reverse forest loss and land degradation by 2030, while delivering sustainable development. To deliver on this commitment, the UK Presidency helped, in consultation with other members, to establish the Forest and Climate Leaders' Partnership (FCLP), a coalition of high ambition governments to work together to deliver the goals of the GLD. To drive ambition, FCLP combines a political platform that keeps a spotlight on forests and provides forcing moments for decisions, with focussed 'Action Areas' that support collective solutions to overcome barriers to forest protection. This programme will support the establishment and running of a Secretariat that will enable members of the FCLP to deliver an ambitious, high impact programme of work from 2024-2030. The main purpose of the Contract for the Operational Delivery Partner is to complement the functions currently held by UNDP in supporting the FCLP Secretariat's ambitious workplan to 2030. The FCLP Secretariat is currently reviewing its formal hosting options so the objectives and functions required may evolve as the governance review is completed. The objectives of the Operational Delivery Partner are to support the establishment and running of a Secretariat that will enable members of the FCLP to deliver an ambitious, high impact programme of work 2024-2030. The Operational Delivery Partner will provide the following functions, with a particular focus on sub-contracting delivery of work under the Action Areas and managing any additional contributions that can materialise from other donors and private sector funders: 1. Sub-contracting service providers, staff and consultancies 2. Provide support to the Secretariat in its daily operations. 3. Administrative and logistical support for meetings and events; The Contract is planned to commence in Summer 2024, following an open procurement competition expected to commence in Spring 2024. The Agreement would have a maximum budget of up to PS6m and would, with extensions, run until 2030. Full details of this Arrangement are expected to be refined during the market engagement activity. It is anticipated that these services will be delivered via contract running to March 2026. This procurement will see services commencing in Summer 2024. It is anticipated that the services may continue to March 2030 through extensions to the contract if performance has been satisfactory. Indicative services to be delivered include but are not limited to: 1. Sub-contracting service providers, staff and consultancies as required by the FCLP Secretariat to meet or contribute towards FCLP objectives. In particular the Operational Delivery Partner will: a. Select and sub-contract the right experts (both individual consultants and consulting agencies) to help develop the policy initiatives working closely with FCLP members. b. Manage the fund disbursed to the sub-contractors. c. Supervise delivery of activities. d. The Operational Delivery Partner should ensure that the initiatives delivered by the sub-contracted agencies are implemented with environmental and social (including gender) integrity. 2. Administrative and logistical support for meetings and events including managing travel arrangements for FCLP Secretariat staff and FCLP members from Official Development Assistance (ODA) eligible countries. More specifically, the Operational Delivery Partner will: a. Support the FCLP Secretariat to deliver a series of meetings and annual events. The meetings and events throughout each year will be a mix of online and in-person and the Operational Delivery Partner will be required to book venues, manage invitations, disseminate papers, and provide translation services (French and Spanish as a minimum, but other languages may also be required). b. Support the strategic communications of any public facing events through managing the FCLP website, the FCLP's social media presence. It will also be responsible - where necessary - for press and media handling. c. For any in-person meetings and events, the Operational Delivery Partner will organise and support the travel of FCLP members from ODA-eligible countries, as required. The Operational Delivery Partner will coordinate travel costs and subsistence expenses for members and audit them to ensure that they are within agreed expenditure rules. 3. Provide support to the Secretariat in its daily operations, including work planning, and reporting to respond to donors' requirements. In particular the Second Delivery Partner will: a. Support the FCLP Secretariat, the Co-Chairs the Steering Committee and the FCLP members providing inputs to the annual workplans and providing any additional support.
