Summary of the contracting process

Transport Scotland, acting on behalf of the Scottish Ministers, has awarded a Multi-Supplier Framework Agreement for Ground Investigation Works, specifically Lot 2, valued at over GBP 500,000. This procurement falls under the 'works' category and aims at supporting infrastructure projects, particularly those related to trunk road and transport network development across Scotland. The procurement process has been completed, with contracts awarded to five suppliers on 9th December 2025. Transport Scotland utilised a selective, restricted procedure for this procurement, ensuring a competitive process within the regulations set by the Public Contracts (Scotland) Regulations 2015. The framework is structured to last four years, allowing for mini-competitions or other procurement methods for individual contracts under its scope.

This tender offers significant opportunities for businesses specialising in ground investigation work, particularly those with expertise in test drilling, boring, and related services. SME and larger companies would benefit from participating in such frameworks, given the substantial total contract value of GBP 40 million. The framework’s division into various lots with different value scopes enables diverse participants to bid according to their capacities. This structure, alongside community benefit clauses and a focus on fair work practices, provides a stable and predictable business growth environment for qualified contractors, enhancing their portfolios and future bidding potential on similar infrastructure projects.
