Contract Summary
This project is for the procurement of an Abnormal Loads Notification Processing System. When carrying an abnormal load, Hauliers are required to notify the police, highways, and bridge authorities regarding the movement of abnormal loads around the road network. The hauliers have historically notified the relevant parties using “Cascade’s Abhaulier system, “National Highway’s Esdal system” or via direct communication. These systems allow for the routes to be checked by the asset owner (or a delegated third party) to ensure the proposed route is suitable and safe to carry the abnormal load. The KCC used a one-stage 30 day open tender to identify the most suitable supplier/service provider. Requirements and needs of the service: The contract is to include all updates, improvements and upgrades to the service throughout its duration. The service must have the capacity to process up to and in excess of 3,500 Abnormal Load notification requests per month. The KCC is looking to outsource the service to a single supplier.

It is necessary to continue to outsource the service as the KCC does not have the capacity to manage it within its current structure.
