The NHSE North West Head of Primary Care Strategy and Assurance as applicable Head of Service sponsored the Direct Award Process C and subsequent Award Decision made by the NHSE NW Senior Commissioning Manager. The outcome of the Direct Award Process C and Direct Award recommendation was presented to the North West Region Commissioning Committee. The presenting paper outlined the relative importance of points under each of the 5 Key Criteria of PSR 2023 including: Key Criteria 1: Provider Service Model, KPI data, satisfaction with quality delivered in previous contracts, and data relating to the uptake of proven innovation. Key Criteria 2: Benefits of the arrangement with the provider and costs of the arrangement and use of the competitive process in tender completed in 23/24. Key Criteria 3: Collaboration, retention of a skilled workforce, relevant training opportunities and models of employment consist with current NHS workforce policy priorities. Key Criteria 4: Meets needs of local groups who experience poorer than average access, improve access to services, relate to and understand the populations they are seeking to serve and provide services at locations accessible to patients. Legal right to choice of provider of elective services led by a consultant or mental health care professional. Key Criteria 5: A better integrated service that leads to fewer journeys, a service that leads to improved air quality and supporting moving toward net zero in delivering social value. A conflict of interest process was part of the Direct Award Process C and there were no potential conflicts of interest of individuals identified.",
