Notice Description
The London Borough of Richmond upon Thames and Wandsworth Borough Council (the Councils), are inviting tenders from suitably experienced and qualified contractors for the provision of services in support of victims, and persons at risk, of Domestic Violence or Violence Against Women and Girls, in accordance with the Specification at Volume Two of the Invitation to Tender documentation (the "Services"). The Councils shall award a three (3)-year contract with an option for a further two 12-month extension(s) period(s) on the basis of mutual consent.

This proposed procurement aims to appoint one suitably experienced and qualified supplier of services for persons at various levels of risk, or victims, of Domestic Violence and Violence Against Women and Girls, under one contract.
The service specification document sets out the Authorities' requirements and expectations for the delivery of an integrated specialist VAWG community-based service for victims/survivors (VS) of domestic abuse (DA) and violence against women and girls (VAWG) in both Richmond and Wandsworth; this service will be a specialist Independent Domestic Violence Advocacy (IDVA) service for those at greatest risk of serious harm.
Additionally, the Service Provider will work alongside the Authorities in identifying new opportunities, applying for grant funding, and managing relationships between related provision across the boroughs. Additional information: As set out in more detail in the tender documentation.
Options: Subject to an extension or extensions of up to an aggregate of 2 further years by mutual agreement.

"reviewDetails": "Applicants who are unsuccessful shall be informed by the relevant Authority as soon as possible after the decision has been made as to the reasons why the Applicant was unsuccessful. If an appeal regarding the award of the contract has not been successfully resolved, The Public Contracts Regulations 2015 (SI 2015 No. 102) provide for aggrieved parties who have been harmed or ate at risk of harm by breach of the rules to take legal action. Any such action must be brought within the applicable limitation period. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order the Authorities to amend any document and may award damages.<br/><br/>If the contract has been entered into the Court may, depending on the circumstances, award damages, make a declaration of ineffectiveness, order the relevant authority to pay a fine, and/or order that the duration of the contract be shortened. The purpose of the standstill period referred to above is to allow the parties to apply to the Courts to set aside the award decision before the contract is entered into.",
