Summary of the contracting process

The London Borough of Hackney and the City of London are looking to commission a provider to deliver an Additional Roles Sustainability Scheme, focusing on medical practice services within the health services industry. The procurement process is supported by a contract valued at GBP 533,165. This initiative aims to address workforce shortages in general practice and fulfill the government's commitment to increasing annual practice appointments by 50 million. The procurement is currently in the award stage, following a "most suitable provider" selection process without prior publication of a call for competition, indicating a limited procurement method. Key dates include the contract signing on 23 December 2024, with services to be delivered in regions UKI31 and UKI41.

This tender represents a significant business opportunity, especially for providers with expertise in healthcare and a strong understanding of workforce planning within primary care networks (PCNs). Businesses specializing in healthcare staffing, particularly those experienced with clinical pharmacists and social prescribers, would be well-suited for this contract. The selection process under the Health Care Services (Provider Selection Regime) Regulations 2023 allows capable organisations to demonstrate their fit without the need for a written bid, focusing on quality and suitability for the service delivery against specific criteria. The scheme’s flexibility in determining required roles allows businesses to tailor their services to meet diverse population needs, fostering innovation and growth in healthcare provision.

Notice Title

City and Hackney Additional Roles Sustainability

Notice Description

The London Borough of Hackney and the City of London would like to commission a provider to deliver an Additional Roles Sustainability Scheme via the Most Suitable Provider Process. A most suitable provider has already been identified for this scheme. The aim of the scheme is to build and utilise the additional roles to help solve the workforce shortage in general practice as well as help achieve the government's manifesto commitment of increasing the number of annual appointments in general practice by 50 million. Whereas the funding will be for new roles being introduced within PCNs, each network will have the flexibility to determine which roles form a core list they require based on their patient population requirements (although in the first year PCNs were limited to recruiting clinical pharmacists and social prescribers). However very broadly speaking PCNs have very similar population requirements and workforce issues. PCNs do differ in other ways which shape ARRS preferences. At the time when ARRS were introduced CCGs were required to document all pre-existing funded ARRS-type posts and commit to continuing to fund these, in order to ensure that the ARRS funding would be used to create additionality.
