Summary of the contracting process

LHC Procurement Group commissioned an architecture design services framework for public sector clients across London. The requirement covers strategic and project-specific masterplanning; full architectural services for education, public, commercial, industrial and residential buildings; retrofit and decarbonisation; modern methods of construction, offsite and modular projects; and public realm and landscape architecture. Housing is divided between projects with construction values of £0–20 million and those above £20 million. A separate workstream is reserved for micro and small architecture practices. Services include design, consultancy, project and cost management, stakeholder engagement, social value delivery and pre- and post-contract support. The procurement is classified as architectural, construction, engineering and inspection services (CPV 71000000).

The framework is complete and was run as an open procedure. It was divided into eight lots, with a maximum of three lots per supplier, or four for micro and small practices bidding for the reserved lot. Ten suppliers were appointed to each lot. Contracts for Master Planning; Education and Public Buildings; both Homes bands; Retrofit and Decarbonisation; MMC Architecture; Public Realm and Landscape; and Micro/SME Architects were signed on 10 May 2026, each recorded at £75,000,000. The framework period is four years, with two optional one-year extensions. The tender deadline was 17 December 2024, and the award process began on 18 December 2024. Evaluation weighted general and lot-specific quality at 40% each, with RIBA stages and day rates at 10% each.

This procurement shows substantial, repeated demand from LHC Procurement Group for architecture and landscape practices able to deliver across London’s public sector. Credible competitors would need mandatory Architects Registration Board membership, strong project and team management, stakeholder engagement, social value and cost-management capability, plus design expertise through relevant RIBA stages. Architecture Design Services framework is designed to provide an extensive range of architectural services, thereby catering to a diverse spectrum of requirements. This framework is strategically divided into multiple distinct lots, an approach that provides both clients and bidders with a heightened degree of flexibility and choice.

Lot Information

Master Planning

This lot is for the preparation and production of Strategic or Project-specific Masterplans for various Public Sector Clients across London. Successful candidates have demonstrated, through the ITT evaluation processes, excellent capabilities in project and team management, embedding and delivering project specific social value, stakeholder engagement and consultation, options appraisals, business planning, traffic appraisals, land use and infrastructure surveys. They also demonstrated, by example, how social and environmental context, infrastructure and services, energy sources and security, connectivity and future needs have been successfully addressed in completed projects. Additional information: 10 spaces to be appointed. 8 spaces open to all bidders. 2 spaces reserved for Micro/Small practices. LHC PG will appoint a reserve list of 2 (two). These will be the 11th and 12th ranked Bidders for each lot.

Education and Public Buildings

This workstream includes full Architects' Services for new, remodelled and refurbishment projects in the education, social care and non-housing community buildings sectors, as well as the commercial and industrial buildings sectors. Successful candidates have demonstrated, through the ITT evaluation processes, excellent capabilities in project and team management, imbedding and delivering project specific social value, stakeholder engagement and consultation, project brief development, innovation, design skills, pre- and post-contract management and cost management. Additional information: 10 spaces to be appointed. 8 spaces open to all bidders. 2 spaces reserved for Micro/Small practices. LHC PG will appoint a reserve list of 2 (two). Full architect services for low, medium or high-rise residential accommodation projects

Retrofit & Decarbonisation Design Services

This workstream will include full architects' services for retrofit & decarbonisation projects and consultancy. Successful candidates have demonstrated, through the ITT evaluation processes, excellent capabilities in project and team management, imbedding and delivering project specific social value, stakeholder engagement and consultation, project brief development, innovation, design skills, pre- and post-contract management and cost management. They also have demonstrated, by example, excellent coordination, consultancy and design aptitudes in regard to retrofit and decarbonisation projects, showing an ability to work in line with PAS 2035. Additional information: 10 spaces to be appointed. 8 spaces open to all bidders. 2 spaces reserved for Micro/Small practices. LHC PG will appoint a reserve list of 2 (two). These will be the 11th and 12th ranked Bidders for each lot.

MMC Architecture Services

This lot includes full Architects' Services for modern methods of construction (MMC), offsite, and modular building projects and technologies. Successful candidates have demonstrated, through the ITT evaluation processes, excellent capabilities in project and team management, imbedding and delivering project specific social value, stakeholder engagement and consultation, project brief development, innovation, design skills, pre- and post-contract management and cost management. They will also have demonstrated, by example, excellent coordination, consultancy and design aptitudes in regard to MMC, offsite, and modular building projects and technologies. Additional information: 10 spaces to be appointed. 8 spaces open to all bidders. 2 spaces reserved for Micro/Small practices. LHC PG will appoint a reserve list of 2 (two). Public Realm and Landscape

This workstream includes full Architects' or Landscape Architects' Services for projects in the public realm. Successful candidates have demonstrated, through the ITT evaluation processes, excellent capabilities in project and team management, imbedding and delivering project specific social value, stakeholder engagement and consultation, project brief development, innovation, design skills, pre- and post-contract management and cost management. They will also have demonstrated, by example, an excellent capability in the creation of imaginative, flexible, practical and future proofed solutions together with an awareness of historic context, character, identity and place, long life and low maintenance. This design workstream is targeted at practices that are Micro or Small organisations. Successful candidates have demonstrated through the ITT evaluation processes, excellent capabilities in project and team management, imbedding and delivering project specific social value, stakeholder engagement and consultation, project brief development, innovation, design skills, pre- and post-contract management and cost management. Practices that bid for this workstream have an annual turnover of less than PS1,000,000 (One Million Pounds). Additional information: 10 spaces to be appointed. 8 spaces open to all bidders. 2 spaces reserved for Micro/Small practices. LHC PG will appoint a reserve list of 2 (two). These will be the 11th and 12th ranked Bidders for each lot.
