Request for Information (RFI) Employers' Services Organisation Contract for the NHS in England.
Notice Description
This Request for Information (RFI) is for the Department of Health and Social Care (DHSC) to gain additional information from potential suppliers to ensure the successful tender exercise for an Employers' Services Organisation Contract for the NHS in England. <br/>The Contract consists of 9 work programmes covering workforce policy which are agreed on an annual basis. The work programmes are as follows: <br/>Work Programme 1: Pay and Contracts <br/>Work Programme 2: Workforce Supply Education, skills, and redesign of workforce <br/>Work Programme 3: Workforce Supply: International Recruitment <br/>Work Programme 4: Workforce Supply and Retention <br/>Work Programme 5: Pensions and total reward <br/>Work Programme 6: Employment services <br/>Work Programme 7: Staff Experience <br/>Work Programme 8: Staff Engagement including Social Partnership Forum (SPF) <br/>Work Programme 9: Communications <br/><br/>The objectives of the contract include (but are not limited to): <br/><br/>To ensure a clear employer voice to input into policy development relating to the NHS workforce <br/>To manage and lead DHSC input into negotiations to make any changes to national terms and conditions of employment for NHS staff <br/>To enable the staff side voice (stakeholders representing NHS employees) to also be represented in matters relating to terms and conditions of service and other key matters as identified <br/>To ensure that new NHS workforce policies are effectively implemented and communicated across the NHS. The key outputs would be successfully implementing and establishing hubs, networks, along with effective working relationships with workforce leaders via the interlinked work programmes stated above. These are integral in supporting DHSC with the implementation of workforce policies. <br/><br/>The aims of this contract are to: <br/><br/>Support the NHS with the implementation and delivery of workforce policy <br/>Empower DHSC programme leads to be the drivers of change, devising and delivering on workforce policy which is business critical <br/>Provide opportunities for building networks between DHSC leads and NHS system workforce leaders <br/>Provide the deliverables detailed in 9 annual work programmes (please see Appendix 1 for further information) <br/>Provide additional surge capacity to flex to evolving DHSC/Ministerial priorities

DHSC are looking to procure a new contract for Employers' Organisation Services for the NHS in England.
DHSC intend to award the contract in or around October/November 2024.
The proposed procurement process is the Competitive Procedure with Negotiation (CPN) in accordance with Regulation 29 of the Public Contracts Regulations 2015 (the "Regulations") or any amendment thereof.
The aims of this contract are to:
Support the NHS with the development, implementation and delivery of workforce policies
Build and maintain networks with NHS senior workforce leaders
Execute the deliverables detailed in Work Programmes 1-9 inclusive on an annual basis
Respond and action any ad hoc requirements of DHSC i.e., any changes in legislation or to reflect any changes in ministerial/DHSC priority over the course of the year. Additional information: DHSC is issuing this RFI to gain additional information from potential suppliers to ensure the successful future tender exercise for an Employers' Services Organisation Contract for the NHS in England.
To also inform the market of an early market engagement exercise which is available to any organisations which has knowledge and experience of the deliverables.
The primary focus of the feedback is to:
- Gain a better understanding of supplier appetite and current market ability to deliver the requirements.
- Current market pricing standards
- Gain knowledge of potential Key Performance Indicators and corresponding reporting to measure the success of the Contract delivery.
- Understand the indicative budget for each Work Programme is feasible to deliver the requirements successfully to a high quality
Market Engagement Event will take place virtually week commencing 17th June 2024.

NOTE: For avoidance of doubt this is not a call for competition, the purpose is to advise the market on the forthcoming DHSC procurement and seek feedback from the market that may inform the final specification and/or procurement approach to the services.
The market engagement and RFI process does not form part of the formal procurement process. When the formal procurement process commences any supplier may join the competition and all supplier Tenders will be evaluated on the same basis. The contractual opportunity will be available in the future via DHSC Atamis eTendering System.
