Summary of the contracting process

Scotland Excel is orchestrating a multipart framework agreement aimed at procuring domestic furniture and furnishings across various sectors in Scotland. The procurement process, supported by the Public Contracts (Scotland) Regulations 2015, involves multiple contracting authorities including local councils and healthcare institutions. Scheduled meetings with potential bidders took place in May 2024, as part of the planning phase, while tender submissions for the Supply, Delivery, Installation and Disposal of Domestic Furniture and Furnishings ended on 9th April 2025. The procurement method employed is an open procedure, with electronic submission options available through the Public Contracts Scotland portal, and the framework is covered by a GPA agreement.

This framework tender presents substantial opportunities for growth, particularly for suppliers in the domestic furniture industry. With significant potential contracts, estimated around £180 million, businesses that specialise in manufacturing, delivering, and installing domestic furniture are well-positioned to compete for a slice of the market. SMEs are actively encouraged to engage, with provisions for community benefits and retrospective rebates, offering both financial incentives and chances for local growth. The streamlined procurement process, accompanied by electronic auctions, further provides avenues for competitive manufacturers to increase their business footprint throughout Scotland.
