                    "rationale": "Need for additional works, services or supplies by the original contractor/concessionaire: The service provider operates a recycling collection that meets the Requirements of the Regulations. Utilising and expanding this current service avoids excess cost to NCC of tendering and implementing a new collection service. Working with the current contractor avoids a risk of a tender exercise not being completed within the timescale ahead of implementation of the Regulation, or tender responses not meeting service needs that would result in NCC being unable to meet legislative Requirements. The modified contract will only run until March 2026, so in approx 12 months time, a new tender process will be undertaken to award a new contract commencing in April 2026."
