The service will be delivered in three areas of the Thames Valley region (Oxfordshire, Berkshire and Buckinghamshire) and needs to consist of: * A service that offers a clinical screening, assessment and professional consultancy resource to other teams and practitioners (e.g. social care, education, youth offending teams (YOTs)) in the area regarding referrals of vulnerable children with complex needs at risk of contact with the criminal justice system. The service will also advise teams and services on onward referrals of children to other appropriate services in the area. * A youth worker service, providing ongoing face to face support and engagement to a small caseload of children and young people with complex needs referred by the screening and assessment service The service will facilitate integrated local trauma-informed systems that enable vulnerable children and young people with complex needs to thrive. The Service will be characterised by a close level of integration between the clinical delivery and youth work delivery. The Commissioner intends to contract for the Services using the NHS Standard Contract. The contract term will be 4 years, with a total contract value of PS6,788,000.     "description": "The decision to award this contract in line with the Competitive Process was based on evaluation against the basic selection criteria (in the form of a Selection Questionnaire), which was assessed on a pass/fail basis, and the PSR 5 key criteria, which were assessed on a 0-4 scale, with the below weightings. Several tender questions were asked under each of the key criteria. - Quality and Innovation: 42% - Value: 10% - Integration, Collaboration and Service Sustainability: 16% - Improving Access, Reducing Health Inequalities, and Facilitating Choice: 22% - Social Value: 10% The provider selected for award has been chosen as they passed the basic selection criteria and were the highest scoring bidder overall, against the key criteria. After conducting a thorough Competitive Process, taking into account the key criteria and applying the basic selection criteria, NHS England South East is content that the providers bid sufficiently met the key criteria and thus can proceed to contract award under the Health Care Services (Provider Selection Regime) Regulations 2023. The evaluation panel consisted of representatives from NHS England Health & Justice Commissioners, NHSE Finance, NHSE Nursing and Quality and independent experts. Award decisions have been recommended by the NHS England Health & Justice South East Children and Young Person's Commissioning Manager. Award decisions have been made by the NHS England South East Senior Delivery Group. Two declarations were received as part of the Conflict of Interest and Confidentiality process. Both were deemed as 'for information only', as, on review, they were not considered as conflicts. This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by midnight on 21st January 2025.
