Summary of the contracting process

The Kirklees Council is conducting a procurement exercise for an Electronic Market Place aimed at assisting vulnerable migrants, asylum seekers, and refugees in the health and social work services sector. The EMP is expected to start on 1st August 2024, with an estimated annual value of £500,000. Funding for the EMP comes from various external grants and contracts, including from the Department of Levelling Up Housing and Communities and the Home Office. The Council's procurement method is through an open procedure, and the initial Submission Deadline for Requests To Participate is 8th July annually. The EMP aims to establish a pool of Members who can provide services over a five-year period, creating opportunities for service providers to support and integrate vulnerable individuals in the Kirklees area.

The Electronic Market Place by Kirklees Council presents an opportunity for small and medium enterprises (SMEs) to participate in assisting vulnerable migrants, asylum seekers, and refugees. The procurement process follows the Light Touch Regime of the Public Contracts Regulations 2015 and is structured as a quasi Dynamic Purchasing System, promoting continuous refreshment of potential Members. Applicants must demonstrate financial viability and relevant technical expertise to be considered. The Council emphasises the need for service providers to have specific insurance covers, disclosure checks, and relevant policies to safeguard vulnerable adults and children. The EMP seeks to encourage competitive participation while ensuring compliance with procurement regulations, offering a platform for businesses to contribute to supporting and enhancing the lives of vulnerable populations in Kirklees.
