Notice Description

Dwr Cymru Cyfyngedig (DCC) Welsh Water intends to potentially initiate a tender process to secure delivery of Bag Filters for Network Cleaning from 2025 for a potential period of up to 8 years. DCC are on a journey to improve the appearance of drinking water for our customers and have made significant improvements since our strategy launched in 2015. As part of our continuous improvement activities DCC have identified the need for alternative water network cleaning technologies, to remove any accumulation of sediment. To fulfil this need DCC requires bag filters which can be integrated with a mobile water network cleaning technology. This technology circulates and filters water in a water network to reduce any accumulation of sediment and improve the appearance of drinking water for our customers. DCC intends on continuing improvements to drinking water treatment and quality. As part of this DCC is reviewing a multitude of filter options. To meet one of our needs, we require filters which produce less of an impact during maintenance and filters that are DWI regulation 31 approved. These filters will be integrated with a mobile water network cleaning technology which circulates and filters water for general water quality improvements. The constituent elements of the service in question are as follows: * Improvements to the quality and the reliability of drinking water supply * Increased efficiency by responding rapidly to deteriorating water quality * Increased visibility of a market and collaboration with providers * Increase resilience and competition from filter manufacturers This PIN is issued to launch a market engagement exercise before DCC publish its contract notice which is currently expected to be in late Spring/early Summer 2024. The primary focus of this market engagement is to provide market intelligence and an insight into market availability, to test with the market various options for delivery that will offer the greatest value for our customers, as well as any perceived risks and opportunities. It is not itself a call for tender or a pre-qualification exercise. Description of requirement: A set of filters that comply with DWI regulation 31. These filters shall be capable of integrating with a vessel holding between 7-12 bag filters. DWI regulation 31 approval for the product must be sustained throughout the duration of the agreement or already be held. Should you be successful in an eventual procurement process, we expect your organisation to have gained DWI regulation 31 approval no later than 6 months after you have been appointed as a supplier, unless you already hold suitable accreditation. As soon as your organisation has obtained DWI regulation 31 approval, you will ensure you are able to supply up to 2,000 bag filters within a 12 month period on a staggered basis of 150-200 per month. A filter vessel that comply with DWI regulation 31 that is capable of holding between 7-12 bag filters. Should DCC proceed with this requirement, it is envisioned all manufacturers must be able to produce filters on a large scale with a length of 810mm - 820mm and a ring diameter of 178mm - 180mm. Manufactures must be able to supply filters in 0.5, 1, 5, 10 and 25 microns.
