Summary of the contracting process

The Office for Nuclear Regulation (ONR) has awarded a contract for the Development of a Nuclear Industry Human Factors Learning Pathway to the Chartered Institute for Ergonomics and Human Factors (CIEHF). The procurement involved a negotiated procedure without publication of a contract notice, aiming to secure access to the professional body within the UK for human factors services. The contract, titled "Development of a Nuclear Industry Learning Pathway for Human Factors," entails developing and testing specific human factors modules over three financial years, engaging with industry stakeholders and ensuring industry access via a Learning Management System.

This tender by the ONR offers opportunities for businesses specializing in nuclear safety services and human factors expertise. The procurement stage was an award procedure without prior publication of a call for competition. The anticipated duration of the contract is 36 months, with an option to extend for an additional 12 months. Businesses with experience in developing learning pathways and subject matter expertise related to nuclear industry requirements would be well-suited to compete for this contract, given the detailed scope and focus on human factors in the nuclear sector.

Lot Information

Lot 1

Negotiated procedure without publication of a contract notice or call for competition to secure access to the professional body within the UK for human factors.

Options: The anticipated duration of the contract is 36 months, but with an option to extend for a further 12 months (i.e 3+1) if agreeable to both parties.

Procurement Information

ONR asserts its belief that CIEHF are the only economic operator that are capable to support ONR for this requirement. CIEHF have specific experience in developing human factor learning pathways and subject matter expertise in the development of courses that gain accreditation by academic institutions. This puts them in a unique position to develop a suitable learning pathway for the nuclear industry. ONR has no knowledge of any other suitable provider who holds the ability to satisfy its full set of requirements and consequently asserts that all general grounds have been satisfied.
