Summary of the contracting process

Staffordshire County Council procured community-based day opportunities for people aged 16 and over with learning disabilities, autistic spectrum conditions, mental ill health, acquired brain injuries, physical disabilities, sensory impairments and/or behaviours that challenge. The requirement also covers people with physical or sensory disabilities. Services are health, social work and wider community, social and personal services (CPV 85000000 and 98000000), delivered in Staffordshire. The arrangement is intended to support individuals through community-based daytime opportunities and to provide the Council with suppliers for new arrangements and competitively sourced spot-purchased services. This is a social care and supported-services opportunity for providers able to work directly with adults and young people with complex support needs in community settings.

The procurement has been awarded through a Light Touch Regime Dynamic Purchasing System using a two-stage selective restricted procedure. The tender was marked complete, and its single lot was cancelled, but three call-off awards under the arrangement are active. Andrusida Care Limited received awards of £53,352.96, signed 31 March 2024, and £6,900.95, signed 30 June 2024. 1 Step Beyond Support LTD received an award of £1,041.47, signed 30 September 2024. The original estimated value was £25,000,000. The arrangement was extended to 23 February 2029. Sixteen, three and two bids were recorded for the reported awards. Evaluation was based on price, with electronic submission in English and no variants allowed.

This procurement demonstrates continuing demand from Staffordshire County Council for community-based daytime support across a broad range of disability, neurodiversity, mental health and acquired-injury needs. Suppliers well placed to compete when comparable requirements return will have experience designing and delivering person-centred activities, community participation and structured daytime support for people aged 16 and over. Credible providers will need the staffing, safeguarding arrangements, operational capacity and specialist skills to support individuals with varying needs, including behaviours that challenge. The awards also show that the Council uses a dynamic purchasing route and makes separate call-offs, so providers able to respond to individual service requirements and compete on price may be suited to this market. The Council invites suppliers to join a Light Touch Regime Dynamic Purchasing System (LTR DPS) for the provision of Community Based Day Opportunities for Individuals with a Learning Disabilities, Autistic Spectrum Conditions, Mental Ill Health, Acquired Brain Injuries, Physical Disabilities, Sensory Impairments and/ or Behaviours that Challenge (aged 16+). This LTR DPS is a two-stage process and is run as an electronic process using the Council's eSourcing solution Proactis. This process follows the 'Light Touch Regime' in accordance with Regulation 74 and the principles of the DPS procedures as set out in Regulation 34 of the Public Contracts Regulations 2015. The Council will utilise this LTR DPS for new Community Based Day Opportunities arrangements and may using its absolute discretion also undertake a competitive process to formally call for competition current spot purchased arrangements via the DPS. The closing date to join the DPS is 8th March 2025 . Options: The initial period is 09/03/2020 to 08/03/2023 with 2 x 12 month options to extend - therefore options may be taken up for the period 09/03/2023 to 08/03/2024 and 09/03/2024 to 08/03/2025. The options will be exercised at the discretion of the County Council and the Council reserves the right to further extend the LTR DPS in line with Public Contract Regulations.
