Summary of the contracting process

NHS Staffordshire and Stoke-on-Trent Integrated Care Board (SSOT ICB), represented by NHS Midlands & Lancashire (MLCSU), had intended to follow the Most Suitable Provider (MSP) process for the provision of All Age Continuing Care (AACC) Services in Staffordshire and Stoke-on-Trent, classified under CPV code 85100000 for health services. The MSP process involves awarding a contract to provider(s) without running a competitive process, because the relevant authority (SSOT ICB) is of the view it could identify the most suitable provider(s). The dates between which the services are intended to be provided is 1st of April 2025 to 31st of March 2028, with the possibility of extension for up to another 2 years. The PIN that advertised the Intended Approach indicated a service start date of 1st of December 2024, but to delays related to the UK's national General Elections, this has been amended to the new service commencement date of 1st of April 2025. The SSOT ICB has set an indicative contract annual value of PS2.93m per annum, with a PS14.66m value for the lifecycle of the contract (including extensions), providers are encouraged to submit their costings within this budgetary threshold, as higher cost submissions may not be considered. It is envisaged that TUPE provisions will apply to the new contract. This is an existing service but one that has been modified. This will be a new provider. The dates between which the services are intended to be provided is 1st of April 2025 to 31st of March 2028, with the possibility of extension for up to another 2 years.

Following the receipt of the responses the ICB project panel assessed the responses to determine whether a provider met the requirements. The assessment was completed on a pass/fail basis of the basic selection criteria; and in terms of the key criteria, SSOT ICB reviewed how providers either met or did not meet the ICB's requirements for each question in the Key Criteria questionnaire. The requirements for each question in the Key Criteria questionnaire were set out in the information supplied with the PIN notice (2024/S 000-014425) and each question contained a descriptor of what SSOT ICB's requirements were for that question. The rationale for choosing the Most Suitable Provider was based on the panel assurance regarding their responses in all areas of the key criteria, although the panel felt that the responses in relation to both the quality and innovation, and integration, collaboration and service sustainability was strong and these two areas were key components of the both service delivery and future innovation",
