Notice Description

The Targeted Lung Health Check (TLHC) programme commenced in 2019 as part of the NHS Long Term Plan (Jan 2019). The primary aim of the programme is to deliver Lung Health Checks to populations with the highest risk of developing lung cancer in order to identify lung cancer at an earlier stage. The programme is delivered under a National protocol and Quality Assurance Framework which can be found at https://www.england.nhs.uk/publication/targeted-screening-for-lung-cancer/ There are now over 50 areas covered by TLHC programmes, including one in Suffolk and North East Essex (Clacton on Sea), with an ambition that 100% of the eligible population will have access by 2028/29. The initial phases of the TLHC programme have targeted populations where there are high levels of smoking, deprivation, and poor lung cancer outcomes. In practice this aligns with the Core 20 populations. Checks are offered to patients aged 55-74 who are current or ex-smokers. At the check their risk of Lung cancer is assessed and patients who are at high risk of Lung Cancer are offered a Low Dose CT scan. For clarity the provision of the Low Dose CT scan does not form part of this opportunity.

The Targeted Lung Health Check (TLHC) programme commenced in 2019 as part of the NHS Long Term Plan (Jan 2019). The primary aim of the programme is to deliver Lung Health Checks to populations with the highest risk of developing lung cancer in order to identify lung cancer at an earlier stage. The initial phases of the TLHC programme have targeted populations where there are high levels of smoking, deprivation, and poor lung cancer outcomes. In practice this aligns with the Core 20 populations. Checks are offered to patients aged 55-74 who are current or ex-smokers. At the check their risk of Lung cancer is assessed and patients who are at high risk of Lung Cancer are offered a Low Dose CT scan. For clarity the provision of the Low Dose CT scan does not form part of this opportunity. GP Primary Choice are currently delivering the service well and the benefits of retaining the existing provider are considerable. GP Primary Choice may also work with Suffolk GP Federation within Suffolk. The benefits include, but are not limited to, existing provision, strong existing relationships with GPs which are difficult to replicate, sustainable providers, access to SystmOne and working knowledge of the localities and the systems supporting the populations. The contract will be awarded with an initial contract term of 2 years and 6 months (30 months) and a potential extension period of up to 2 years (24 months), maximum term of 54 months (the "Proposed Contract"). The total aggregated value of contract will be approximately PS2,381,840. An annual value is not possible for this contract due to the need to roll out the testing and ramp up delivery. The contract value will be subject to annual inflation/deflation at national NHS rates as prescribed in NHS Payment Scheme guidance. The ICB believes the Most Suitable Provider Process under the Provider Selection Regime is an appropriate process to award this service and will engage with providers who express an interest. If a provider believes they are equally integrated and suitable to deliver the services under the Proposed Contract, then they should register their interest. Additional information: This is a Provider Selection Regime (PSR) intended approach notice.
