Summary of the contracting process

NHS Leicester, Leicestershire and Rutland Integrated Care Board (LLR ICB) has initiated the procurement process for APMS Specialised Services aimed at supporting homeless individuals, asylum seekers, and those enrolled in the Special Allocation Scheme across Leicester, Leicestershire, and Rutland. The procurement, conducted under the Provider Selection Regime for Healthcare Services 2023, is now at the intention to award stage following a rigorous competitive process. The contract is valued at £19,864,455 for an initial period of 10 years, starting on 1st April 2025, with an optional 5-year extension. The procurement focuses on health services (CPV code 85100000) and aims to provide the necessary specialised primary care facilities for vulnerable populations within the specified regions (UKF21 and UKF22).

This tender offers significant opportunities for businesses in health service provision, particularly those with expertise in delivering specialised care to vulnerable groups such as the homeless and asylum seekers. The awarded contract holder will need to ensure service delivery, integration with other healthcare entities, and improve accessibility and patient outcomes. The criteria for selection included quality and innovation, value, collaboration, and social value, making it suitable for experienced healthcare providers committed to addressing health inequalities and capable of delivering comprehensive, patient-centred services. SMEs, such as Inclusion Healthcare Social Enterprise CIC, the successful bidder, demonstrate the competitive edge smaller entities can have in specialised service delivery within the public healthcare procurement framework.
