This is an Intention to Award notice via a Competitive process, conducted in line with the Provider Selection Regime for Healthcare Services 2023, placed by NHS Midlands & Lancashire Commissioning Support Unit (ML CSU) on behalf of the Commissioner NHS Leicester, Leicestershire and Rutland Integrated Care Board (LLR ICB). The ICB was seeking to commission a provider to deliver Specialised Services for Homeless, Asylum Seekers and the Special Allocation Scheme in Leicester, Leicestershire and Rutland.

NHS Midlands & Lancashire Commissioning Support Unit (ML CSU) are placing this Intention to Award notice on behalf of the Commissioner, NHS Leicester, Leicestershire and Rutland Integrated Care Board (LLR ICB). The Commissioner wishes to award a contract to a provider to deliver Specialised Services for Homeless, Asylum Seekers and the Special Allocation Scheme in Leicester, Leicestershire and Rutland. The service model is to be commissioned following a Competitive Process conducted in line with the Provider Selection Regime for Healthcare Services 2023 which is proportionate to the value and complexity of the service and contract. The service will include specialist primary care services for asylum seekers across Leicester, Leicestershire and Rutland. Alongside their entitlement to register and a GP without charge, Asylum Seeker patients often require additional specialist knowledge and experience in order for them to be cared for effectively to prevent any unwarranted escalation into acute mental or physical health provision. The service will provide general medical services to the homeless population across Leicester, Leicestershire and Rutland. For this service specification, 'Homeless' can be defined as a person/family who: * have no accommodation available to occupy. * are at risk of violence or domestic abuse. * have accommodation but it is not reasonable for them to continue to occupy it. * have accommodation but cannot secure entry to it. * have no legal right to occupy their accommodation. * live in a mobile home or houseboat but have no place to put it or live in it. The service will provide a Special Allocation Scheme (SAS) scheme whereby the designated GP practice provides primary care services to patients across Leicester, Leicestershire and Rutland who have been removed from routine general practice. These patients have been allocated to the scheme after being immediately removed from their current practice as a result of an incident that was reported to the police The Specialised Services for Homeless, Asylum Seekers and the Special Allocation Scheme are currently in place within LLR, however the service has been remodelled and respecified under this Competitive Process of the Provider Selection Regime. The recommended provider is an existing provider. The ICB wishes to award one contract for these services. The contract is anticipated to start on the 1st of April 2025 for 10 years with the option to extend for a further 5 years. The annual value of the intended awarded contract is PS,1,324,297, and the total awarded contract value is PS19,864,455.

Key criteria was set by the authority to ensure improvements and outcomes could be optimised for those needing the support of this service. Key criteria 1. Quality and Innovation was given a section weighting of 37%, the Bidder was able to evidence innovations in care delivery by including examples such as a mobile clinic with lived experience, improving efficiency, and enhancing quality. There is a long term initiative to improve health outcomes. Key criteria 2. Value was given a section weighting of 14%, the Bidder was able to offer an annual contract value that was below the published affordability threshold while meeting the requirements of the service specifications. Key criteria 3. Integration, collaboration and service sustainability was given a section weighting of 28%, the Bidder was able to offer integrated and collaborative ways of working, for example, working with charities and other partnerships. Key criteria 4. Improving Access, reducing health inequalities, and facilitating choice was given a section weighting of 11%, the Bidder considered the importance of accessibility to the required services. Key criteria 5. Social Value was given a section weighting of 10%, the Bidder submitted a good offering in terms of social value, where they described a comprehensive approach to local recruitment with relevant examples of working with stakeholders as well as their position on staff retention for their clinical and non-clinical staff. Based on the key criteria set, the authority has the intent to award a contract for the service as defined in the specification and detailed in the key criteria as described in the advert dated 9th July 2024. The authority has confidence that, through robust evaluation, the successful bidder meets the key criteria and will ensure the delivery of the Specialised Services for Homeless, Asylum seekers and the Special Allocation Scheme in Leicester, Leicestershire and Rutland. The successful bidder was able to demonstrate how the key criteria would be adhered to and how the requirements of the specification would be met during the contract length. The authority therefore is satisfied that all key criteria has been met and that the service will: * Provide the required specialised elements of care * Manage demand of clinical processes, integration and recruitment. * Work to help reduce unnecessary emergency visits or hospital admissions through the Homeless Engagement Nurse. * Work with charities and other partnerships for the LLR-wide service. * Use feedback to develop patient centred outcomes * Deliver a comprehensive approach to local recruitment with relevant examples of working with stakeholders",
