Primary Care Urgent Same Day Access Service - Newham
Notice Description
Primary Care Same Day Access Service has been identified as a critical service required across NEL to support the wider primary care and urgent care systems, ensuring that inappropriate and increased demand does not present at UTCs and Acute settings. This provision has met demand in the system that would otherwise put pressure upon already stretched Urgent & Emergency Care services during critical times and risk overwhelming them, causing quality risks to patients. It has been identified that managing exacerbations of chronic conditions within Primary Care is also more effective for residents as opposed to attending acute or urgent care provision and leads to a more joined up approach to managing population health.

The aim of this service is to aid General Practice and patients to cope with the surge in demand so as to reduce the complexity of current access arrangements to urgent care for patients and move towards a single integrated approach to integrated urgent care to guaranteed same day access for patients. Pathways will extend core and enhanced access primary care provision, provide easier access to primary care clinical support prior to unscheduled care and support better planned care. This will allow General Practice to continue to lead a system that educates patients, reduces unplanned attendances and reduces hospital admissions and meets the reasonable needs of their patients lists. The provider is expected to offer an integrated Same Day Access to primary care services outside of the core hours that helps support the urgent care system within Newham providing support for patients with exacerbations of chronic conditions NEL ICB intends to award the Primary Care Same Day Access Service to Newham Health Collaborative following a direct award C process. The lifetime value of the contract will be PS1145,552.

Quality Lead Head of Contracts Finance Manager Lead Medicines Optimisation Pharmacist Deputy Director of Infection Prevention and Control Senior Information Law Consultant Senior Primary Care Delivery Manager COIs No conflicts of interest were identified Relative importance of the key criteria The following key criteria was applied in the assessment of the provider: a- Quality and Innovation (Weighting 30%), b- Value (Pass/ Fail) c- Integration , Collaboration and Service Sustainability (Weighting 30%), d- Improving Access, Reducing Health inequalities and Facilitating Choice (weighting 30%), e- Social Value (weighting 10%) Rationale for the relative importance of key criteria: a,b and c were determined to be equally important and therefore allocated same weighting of 30%. e has a mandatory minimum 10% allocation which was determined to be sufficient for this contract. b- was considered a showstopper/critical element and therefore scored on a Pass/fail basis. Rationale for choosing the provider: The provider was assessed both for their current performance and potential future performance and scored overall 86.25% providing evaluators with confidence in their ability to meet the requirements of future contract.
