Summary of the contracting process

Dorset Council has initiated a procurement process for the "Integrated All Age Substance Misuse Treatment and Recovery Service," which falls under the industry category of community health services (CPV code 85323000). This service aims to provide comprehensive treatment and recovery support for all age groups dealing with substance misuse within the Dorset region (UKK25). The procurement stage is currently at the contract modification phase, following the contract's initial tender publication in April 2023 and the award in July 2023. The total value of the contract, including the modification for the financial year 2024/25, is £23,458,907.87. The modification, effective from 1st April 2024, adds an additional £503,506 to the contract value to account for newly confirmed grant funding without affecting the contract's duration or fundamentally altering its scope.

The tender presents multiple opportunities for business growth, particularly for firms specialising in community health services and substance misuse treatment. Companies that provide various support services for vulnerable groups, such as rough sleepers, families requiring safeguarding, and migrant communities, could benefit significantly from this contract. This opportunity is suitable for large organisations such as Humankind Charity, which has already been named as a supplier. Firms with expertise in handling government grants and those capable of swiftly adapting to funding changes would be well-positioned to compete for similar procurement opportunities. This procurement process follows a limited procurement method without prior publication of a call for competition, adhering to the specialised regulations governing healthcare service providers.

Notice Title

Integrated All Age Substance Misuse Treatment and Recovery Service

Notice Description

This VEAT notice is being applied in accordance with The Health Care Services (Provider Selection Regime) Regulations 2023 (the "Regulations") under Regulation 13 in the absence of new notice suites yet to be released. The tender for the All Age Integrated Substance Misuse Service was published in April 2023. At this point commissioners were only able to include known grant funding in the finance schedule. The continuation of grant funding for the services was only confirmed late 2023/early 2024 after the contract had been awarded. However as it was highly likely the funding would be continued, commissioners ensured the contract provided for the inclusion of ongoing grant funding in the service specification as follows: * Rough Sleepers Drug and Alcohol Programme (RSDATG -OHID grant) * Safeguarding Families Together (SFT - DC Children Services) * Criminal Justice Service (Office of Police and Crime Commissioner) * Expectation to work with migrant communities, asylum seekers, and refugees (Dorset Council) The announcement of grant awards are outside of the commissioner's control and the variation to include these services and funding amounts will not render the contract materially different. The grant funding is specifically for the services commissioned from the provider under the existing contract so it is appropriate for the funding to be added to the value of the existing contract. The total value of the modification for 24/25 is PS512,163. The requested modification is lawful under PSR Reg 13(1)(d). This ground applies as the contract was awarded under PCR15 and is not a direct award. In accordance with PSR Reg 13(1)(d), the modification is made at the discretion of the Council and it does not render the contract materially different in character. The modification is to add new funding for existing services provided under the contract. Furthermore, the change in the value of the contract is under 25% of the value when it was entered into. Under Reg 13(4), where a modification is made to a contract without procurement, and that modification is attributable to a decision of the Council and the change in value is over PS500,000 a notice of the modification must be published.
