The grant funding is specifically for the services commissioned from the provider under the existing contract so it is appropriate for the funding to be added to the value of the existing contract. The total value of the modification for 24/25 is PS512,163. The requested modification is lawful under PSR Reg 13(1)(d). This ground applies as the contract was awarded under PCR15 and is not a direct award. In accordance with PSR Reg 13(1)(d), the modification is made at the discretion of the Council and it does not render the contract materially different in character. The modification is to add new funding for existing services provided under the contract. Furthermore, the change in the value of the contract is under 25% of the value when it was entered into. Under Reg 13(4), where a modification is made to a contract without procurement, and that modification is attributable to a decision of the Council and the change in value is over PS500,000 a notice of the modification must be published.",
