Summary of the contracting process

Newcastle City Council has awarded the contract for the programme management of Newcastle Stop Smoking+ Services under the PSR Direct Award route C. The procurement process, classified under the health services category, involved a direct award without prior publication of a call for competition, and the contract was awarded on 10 October 2024. The intention to award the contract was initially announced on 6 August 2024, and an 8 working day standstill period followed, ending on 16 August 2024. This service aims to provide behavioural advice and ongoing support to help individuals quit smoking, along with a voucher scheme for Nicotine Replacement Therapy available in select Newcastle pharmacies.

This tender creates significant opportunities for businesses specialising in health services, particularly those with expertise in non-clinical behavioural support and pharmaceutical therapy. Companies focusing on improving public health, reducing health inequalities, and offering innovative, value-driven services would be particularly well-suited to contend for similar future opportunities. The procurement approach demonstrates the council's preference for high-quality service providers that meet stringent performance criteria, ensuring substantial prospects for seasoned businesses in the health sector to leverage their capabilities for community health improvement and service sustainability.
