Summary of the contracting process

The NHS Greater Manchester Integrated Care Board has initiated the "Greater Manchester Clinical Assessment Service" procurement process, focusing on general-practitioner services under the industry category CPV 85121100. This contract aims to provide an intermediate clinical assessment service designed to manage lower acuity 999 calls and implement the 111 First initiative. The process has reached the award stage with a contract value of £16,824,144 for a term until 31 March 2026, including extension options. The direct award, governed by the Provider Selection Regime (PSR) Regulations 2023, bypassed the need for prior publication of a call for competition and has been awarded to the existing provider, Greater Manchester Urgent Primary Care Alliance (GMUPCA), with oversight from the Greater Manchester ICB.

This tender presents substantial growth opportunities for businesses specialising in healthcare services, especially those experienced in clinical assessment and emergency call management. Suitable contenders would include organisations capable of delivering consistent and innovative care models, collaborating with system partners, managing incidents effectively, and improving patient access and safety. Companies that can provide home-working capabilities for added staffing resilience will also align well with the contract’s objectives. This procurement offers a lucrative opportunity for firms looking to expand their footprint in the health sector and contribute to enhancing primary care capacity and patient experiences within Greater Manchester.

Greater Manchester Clinical Assessment Service

Notice Description

Greater Manchester Clinical Assessment Service A clinical assessment service (CAS) is an intermediate service that allows for a greater level of clinical expertise in assessing a patient than would normally be expected of a referring clinician (such as a GP) (NHS Digital). The GM CAS is a well-established concept nationally and was successfully developed and tested within Greater Manchester (GM) in March 2019 to initially manage lower acuity 999 calls. The GM CAS delivers two distinct yet compatible elements of provision; low acuity category 3 & 4 calls and fulfils the national requirement to implement 111 First from December 2020, which includes the clinical assessment of patients and the subsequent streaming to a range of services with scheduled arrival times to ED when required. The aims and objectives of introducing the GM CAS model to all GM localities and their populations are: * A reduction in ED self-presenter attendances at all sites * Single consistent GM delivery model * Protection of primary care capacity * Manages current risks and limitations of GP Connect * A reduction in ED self-presenter attendances at all sites * Single consistent GM delivery model * Protection of primary care capacity * Manages current risks and limitations of GP Connect * Improved safety through early access to senior clinical advice * Greater economy of scale through provision of a GM CAS * Improved ability to measure outcomes and demonstrate achievement of GM UEC programme aims * Improved patient experience of accessing urgent care services * Ability for CASs to be delivered remotely (i.e. home working) provides added staffing resilience during COVID pandemic crisis.
