Summary of the contracting process

The South West London & St. George's Mental Health NHS Trust has awarded a contract titled "Mental Health Female PICU Beds" under urgent circumstances due to the withdrawal of a previous provider. This urgent award was necessitated to ensure patient safety and the immediate availability of psychiatric intensive care beds. The contract falls under the Health Care Services (Provider Selection Regime) Regulations 2023, specifically exempting it from the provisions of the Public Contracts Regulations 2015. The contract, valued at approximately £540,000, spans from 1st August 2024 to 31st March 2025 and is a limited procurement method without prior competitive bidding. Key decision-makers included Clinical and Operational leadership, AD Contracts, and Finance leadership at SWLSTG.

This procurement represents significant growth opportunities for businesses operating in the healthcare services sector, particularly those specialising in psychiatric hospital services and intensive care facilities. With a focus on patient safety, urgent capacity provision, and value for money, businesses with expertise in mental health care solutions and facilities management in central London are well-suited to compete for such contracts in the future. The awarded contract to the Camden and Islington NHS Foundation Trust demonstrates potential advantages for large-scale organisations with established capabilities in handling urgent healthcare needs.

Procurement Information

"This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award." Justification as to why this award was made under an urgent circumstance (i.e. why Regulation 14 was applied): The previous provider needed to withdraw provision of its female PICU beds, for local use, and the end date was confirmed at short notice.
