Summary of the contracting process

Bluelight Commercial Ltd, on behalf of the Home Office and Police Digital Service, is issuing a Request for Information (RFI) through a Prior Information Notice (PIN). The procurement is in the planning stage with an industry focus on IT services, specifically consulting, software development, Internet, and support. This process aims to collect market intelligence regarding managed services and cloud hosting for Disaster Victim Identification (DVI) software by KMD PlassData. Interested parties should note key dates: clarifications close by 10:00 on 12th September 2024, and RFI responses must be submitted by 10:00 on 16th September 2024. The procurement focus is nationwide within the UK, and the proposed timetable suggests a potential tender publication in November/December 2024 under the new Procurement Act 2023.

This PIN and RFI represent significant growth opportunities for businesses involved in managed IT services and cloud hosting solutions. Suppliers with capabilities in software and data migration, cloud platform management, and managed services will find this tender particularly aligned with their expertise. Smaller IT consultancies and larger service providers alike can leverage this opportunity to engage with a high-profile client such as the Home Office, enhancing their portfolio and driving innovation within public safety solutions. The electronic tendering portal In-Tend is being utilised for this procurement exercise, providing a streamlined process for interested suppliers to engage and respond.

"description": "Bluelight Commercial on behalf of the Home Office and Police Digital Service are issuing this RFI to gather market intelligence/information. This will provide a better understanding of the capacity of the market for providing a managed service, a cloud hosting platform with software and data migration to the hosting platform that could be used for the Disaster Victim Identification software. The DVI product is provided by KMD PlassData. The solution is used by Police Forces and other Law Enforcement clients across the British Isles. This document is intended to set the scene for some early pre-market engagement with potential suppliers, such that the Home Office can test its thinking with the marketplace. The purpose of this is to enable the marketplace to provide information on compliance to high level requirements, timescales and rough order of magnitude costs, to enable early indications of compatibility with possible suppliers to deliver the needs of the Home Office. There is a focus on a supplier being able to migrate the current software and data (or install a new instance with archived data) to a cloud hosting platform they provide, as well as a managed service. The responses will be used by the Home Office to establish whether there are suitable suppliers for their needs and decide the future direction for DVI hosting. It is important to note that this PIN is not a call for competition and as such potential providers will need to express interest in any future tender opportunity once a contract notice is published in Find a Tender Service (FTS). This PIN is not a pre-qualification questionnaire and is not part of any pre-qualification or selection process and is intended as an awareness, communication, and information gathering exercise only to help inform a subsequent procurement exercise. If a subsequent procurement process is undertaken, this could be published in November/December 2024 under the new Procurement Act 2023. BlueLight Commercial encourage suppliers to get ready to operate under the new Procurement Act, please see our webpage which contains several useful resources. https://bluelightcommercial.police.uk/suppliers/procurement-act-2023/ BlueLight Commercial are utilising an electronic tendering portal (In-Tend) to manage this RFI and as such interested individuals and organisations will need to register on the portal to access the RFI documentation and return the completed RFI response document. Please note that it is free to register on In-Tend, which can be accessed via https://sell2.in-tend.co.uk/blpd/publictenders The RFI documentation (Reference: BLC0197) will be accessible from via the website with clarifications closing at 10:00:00 hours on 12th September 2024 and completed RFI responses must be submitted by 10:00:00 hours on 16th September 2024.",
