The modifications are made in response to external factors beyond the control of the ICB relating to pre-election standstill period, is made at the discretion of the ICB and provides time for the ICB to transact the substantive route for this contract. The modifications do not render the contract materially different in character. Initially, the grounds for modification under Regulation 13(1)(d) applied as the intention was to extend the contract for a short period of time to allow for a new award. The award of the new contract was delayed as it was necessary to undertake a service review which took longer than anticipated. This then led into the pre-election period, which started on 25th May 2024 and ended following the general election on 4th July 2024. This modification will extend the existing contract to ensure that there is continuity of service provision until a new contract is awarded."
