The Authority intends to award a NHS Standard Contract for the provision of Tier 3 Specialist Weight Management Services for Mid and South Essex. In line with the regulations, the Authority will observe the standstill period from Wednesday 4th December until midnight Friday 13th December 2024. Representations by Providers must be made to the Authority by Friday 13th December 2024, this can be made via email to cariad.burgess@attain.co.uk. Please note that this contract has not yet formally been awarded; this notice serves as an intention to award a contract under the competitive process of the PSR. DECISION MAKING PROCESS: The selected provider was selected due to achieving the highest scores across the key criteria used. The provider has been assessed and passed against the relevant key criteria. Basic Selection Criteria was set out in the procurement documentation, the Selection Questionnaire (SQ) and were scored Pass/Fail. The Key Criteria was set out in the procurement documentation. The Key Criteria was: PSR Key Criteria 1 - Quality and Innovation 42.00% PSR Key Criteria 2 - Value 20.00% PSR Key Criteria 3 - Integration, Collaboration and Service Sustainability 14.00%% PSR Key Criteria 4 - Improving Access, Reducing Health Inequalities and Facilitating Choice 14.00% PSR Key Criteria 5 - Social Value 10.00% The decision to award this procurement has been taken by the following approval committees by NHS Mid and South Essex ICB, Working and Decision-Making Group 29th November 2024. Tier 3 Specialist Weight Management Service will be available to eligible patients who are registered with a GP practice within Mid and South Essex or, if unregistered, residing in Mid and South Essex. The service will be for residents aged 18 and over. The service will include dietetic and physical activity interventions, psychological support and medication, where appropriate. The service will be delivered both digitally and face to face, both 1-2-1 and in groups. The Tier 4 services are out of scope. The Authority aims to procure a new Tier 3 Specialist Weight Management Services across the whole of Mid and South Essex. The aim is to create a positive service user and referrer experience with good clinical outcomes and partnership working. The aims and objectives of the service are to: * Provide specialist assessment, treatment and support for adults with severe and complex obesity * Support residents identified as eligible for the service to lose weight and maintain weight loss whilst improving clinical risk factors * Provide personalised dietetic and psychological support * Support service users to increase physical activity * Provide access to drugs recommended by NICE for weight management which have been approved for use in a Tier 3 Specialist Weight Management Service by NHS Mid and South Essex Integrated Care Board The contract term is from 01st April 2025 - 31st March 2028, with the option to extend for a maximum of 24 months. The aggregate value of the contract (excluding extensions) is PS4,522,373.00 Sterling. The Authority received a query dated 11th December 2024 and in accordance with the Health Care Services, (Provider Selection Regime), Regulations 2023, the Authority extended the Standstill Period. The Authority completed an independent review of the procurement process (undertaken additionally by individuals not involved in the original decision) and communicated its further decision. Attain are authorised to respond on behalf of the Authority and facilitated this review. A full response was issued on the 20th December 2024, with a deadline for any formal representation to be raised by 02nd January 2024 17:30hrs. No further action had been taken by the organisation that raised the initial query, nor from any other organisations, and the Authority received no formal representations. No representations were raised to seek the involvement of the Independent Patient Choice and Procurement Panel. As found in the independent review, the Authority does not believe any remedial measures are necessary and has undertaken a robust procurement process. Following the observation of the extended standstill period, the decision to award this procurement has been made on the 09th January 2025 and is published in this Confirmation of Award Notice.
