Summary of the contracting process

The Foreign Commonwealth and Development Office (FCDO) has completed the procurement process for the "ISF UK OTs Civil Resilience Programme: Disaster Mg Component: Shelter Audits" contract, classified under technical inspection services. This project, which began on 3rd September 2024, involves assessing hurricane/emergency shelter needs in the UK Overseas Territories, with initial focus on the Turks & Caicos Islands. If extended, it will expand to other UK territories in the Caribbean. The procurement stage is now at the Award stage, having been awarded to AECOM Limited. The contract value is £200,000, and it was signed on 16th August 2024. This project was executed through a limited procurement method, specifically a mini-competition under the existing ISF Framework Contract, without prior publication of a call for competition.

This tender offers significant opportunities for businesses specialising in technical inspection services, particularly those with expertise in disaster management and civil resilience. Companies with capabilities in implementing emergency shelter improvements can find growth potential through such government-led initiatives. Large firms, such as AECOM Limited, have already shown their interest and capabilities, but there are also opportunities for SMEs, as evidenced by the presence of bids from smaller and foreign firms. Given the scope and potential expansion to other territories, businesses with a strategic interest in the Caribbean region or those looking to establish a foothold in UK public sector contracts should find this an interesting prospect.
