Summary of the contracting process

Kirklees Council has issued a Prior Information Notice (PIN) for an upcoming Waste Management contract under the Procurement Act 2023. The notice aims to raise awareness and engage market participants before the procurement process begins. The required services include operating and maintaining the Council's existing facilities in Huddersfield and Dewsbury, currently managed by an incumbent contractor. These facilities, which include an Energy from Waste (EfW) plant, a Material Recovery Facility (MRF), and multiple Waste Transfer Stations and Household Waste Recycling Centres, are due to be handed back in March 2028. Interested parties are invited to participate in a market engagement exercise, with a Contract Notice expected to be published on 31 January 2025. Kirklees Council has issued this Prior Information Notice (PIN) to raise awareness of a future contract opportunity for Waste Management and to give interested parties the option to participate in a further market engagement exercise prior to the commencement of a procurement process under the Procurement Act 2023. The required Waste Management services are to operate and maintain the Councils existing facilities that are due to be handed back when the existing PFI contract expires. The facilities have a good track record of performance and have been well maintained by the incumbent contractor. Kirklees Council requires a solution for residual waste treatment and recycling of waste collected from kerbside domestic rounds, including bulky items, a trade waste service, HWRCs and street litter, all collection services are operated in-house by Kirklees Council. The new contracted Waste Management solution(s) must be flexible to adapt to currently uncertain future changes in legislation that will have an impact on tonnages, waste composition, calorific value and types of material to be recycled.

Kirklees Council undertook a market engagement during the development stage of the business case and a PIN was published on 27 May 2022. This Prior Information Notice (PIN) is to raise awareness of a forthcoming contract opportunity for Waste Management and to give interested parties the option to participate in a further market engagement exercise. This exercise aims to provide the Council with the market provider views on its proposals for Social Value and to help further shape the procurement and services to ensure our approach is in line with the waste reforms and current market offers. The required Waste Management services are to operate and maintain the Councils existing facilities that are due to be handed back when the existing PFI contract extension expires in March 2028. The facilities continue to have a good track record of performance and are well maintained by the incumbent contractor. The facilities include: * An Energy from Waste (EfW) plant with a capacity to incinerate 136,000 tonnes per annum of residual waste, this has been operational from January 2001. * A Material Recovery Facility (MRF) with a capacity to handle 15,000 tonnes per annum of recycling material, this has been operational from January 2002. * A Waste Transfer Station, with a capacity to handle 58,000 tonnes per annum, this was operational in October 2001. (The above facilities are located in the same building in Huddersfield) * A Waste Transfer Station in Dewsbury with a capacity to handle 150,000 tonnes of residual waste and recycling material per annum, this was operational in July 2001. * 4 Household waste recycling centres, with the two primary sites located adjacent to each of the waste transfer stations. Annual surveys of the EfW identify it to be in good condition and the Council is investing to ensure the incumbent contractor continues to keep the EfW plant in good condition, meaning it should be capable of providing many more years of service. Kirklees Council requires a solution for residual waste treatment and comingled recycling collected from domestic rounds or household waste recycling centres, including; bulky items and those containing Persistent Organic Pollutants; garden waste; a trade waste service; street litter and street sweepings. All services are operated in-house by Kirklees Council and in addition, separate food waste collections could be introduced in 2028. The current annual tonnage (2021-2022) of waste that requires treatment is: * 29042 Recycling: Comingled household collections (plastic bottles, pots tubs and trays, paper, card, cans)., WEEE, trade recycling (comingled, paper, card, wood). * 14,982 Green Waste: all household collected green garden waste or from internal teams such as parks. * 133,295 Residual Waste: from household collections, litter patrol, street sweepings, clinical waste, tyres, trade general, inert. * 8,995 Bulky Waste: Domestic bulky collection, trade bulky collection. Tonnages for 2022/23 can be found on Waste Data flow. The new contracted Waste Management services must be flexible to adapt to currently uncertain future changes in legislation that will have an impact on tonnages, waste composition, calorific value and types of material to be recycled. The service(s) are required to be in place by 1st April 2028 and the contract will be for a minimum of ten (10) years, with an option to extend up to a further five (5) years. Kirklees Council declared a climate emergency in 2019 and our vision is for a Net Zero and Climate Ready Kirklees by 2038, and this contract could play a significant part in working towards this. The Council is also proposing to use the heat generated from the Energy from Waste facility to supply the Huddersfield District Energy Network.
