Open Access Sexual Health Services
Notice Description
The mandated function requires each Local Authority to provide, or secure the provision of, open access sexual health services in its area including preventing the spread of sexually transmitted infections (STIs), treating, testing and caring for people with STIs and partner notification. This also includes making arrangements to cover service users from outside the Local Authority boundary . Local Authorities should provide contraceptive services including advice on, and reasonable access to, a broad range of contraceptive methods and advice on preventing unintended pregnancy. This contract is based on cross charging policy in place across the country on cross charging attendances for Wolverhampton residents choosing to attend all NHS Trusts providing Out of Area sexual health service anywhere in the country.

Procurement Information
Due to the open access element of the sexual health service, various NHS Trusts across the country will provide the service to Wolverhampton residents as and when required. For Sexual Health Services, the Key Principles for Cross Charging was published by DHSC in 2013 following transition to local government commissioning of SRHS to promote a consistent, fair, and transparent approach. This guidance was updated in 2018. The guidance outlines principles for Local Authorities regarding payments for residents accessing sexual health Out of Area (OOA) services. These principles include: * Scope for local determination regarding how these arrangements work * Having a consistent, equitable, fair and transparent approach to cross charging both from a commissioning and provider perspective. In accordance with Schedule 2 of the Health Care Services (Provider Selection Regime) Regulations 2023, Direct Award Process B has been followed. Providers can be any NHS trust under NHS England remit. Governance for this type of requirement has been approved for up to 5 years. There were no declared conflicts of interest. Decision makers were made by Public Health Commissioning Lead , Consultant in Public Health and Cabinet member for Adults an Wellbeing
