The submission was assessed and the provider selected against the following key criteria : * Quality and innovation * Value * Integration, collaboration, and service sustainability * Improving access, reducing health inequalities, and facilitating choice * Social value The rationale for using this process is as follows: Mobilise the enhanced service within a short timeframe as per the allocated funding with the flexibility to build on what is already in place. Specialist services are already in place and therefore have ability to increase workforce capacity and enhance delivery. Using PSR 'most suitable provider' enables us to effectively mobilise the service in a quick and timely manner as the grant allocation must be used in line with the grant conditions and the years in which it is provided to the Council. There is a specific requirement under the terms of the grant funding to channel this funding through local stop smoking services and offers of support. The provider has demonstrated significant evidence that they meet the 5 key criteria. The evidence has been evaluated and the authority is confident that the provider can deliver the contract.",
