Summary of the contracting process

The Cedar Foundation has initiated an open tender process for the replacement of its Wide Area Network, Local Area Network, workstation, server infrastructure, and managed services. This procurement, categorised under IT services, aims to enhance the organisation's IT capabilities across its 20+ sites in Northern Ireland. Key dates include a tender period ending on 19th October 2024 and a subsequent bid opening on 1st November 2024. The Cedar Foundation, headquartered in Belfast, is a charity that champions social care services for individuals with disabilities, autism, and brain injury. This tender is currently in the active stage, and the contract awarded will commence on 1st August 2025, with options for extensions.

This tender presents a significant opportunity for businesses involved in IT infrastructure, especially those offering comprehensive solutions in networking, server management, and end-user support services. Companies that specialise in managed IT services, including Security Information and Event Management (SIEM) solutions, stand to gain from participating. The contract duration of three years, with possible extensions, offers potential long-term business growth and stability. Organisations experienced in both partial and complete IT solutions would be well-suited to compete, ensuring they provide clear demarcation points within their proposals for seamless integration with The Cedar Foundation's existing IT framework.

Notice Title

Replacement of Wide Area Network, Local Area Network, Workstations, Server Infrastructure and Managed Services

Notice Description

The Cedar Foundation delivers a range of services, across 20+ sites throughout Northern Ireland, that enable people with disabilities, autism and brain injury to live the lives they choose and to be fully included in their communities. We invite prospective vendors to submit a proposal for: (a) The supply and support of the wide area network infrastructure for The Cedar Foundation (b) The supply and support of the server infrastructure for The Cedar Foundation (c) The supply and support of the end-user devices for The Cedar Foundation (d) The support of the local area networks at each of the organisation's sites and end-user devices. (e) The support of a managed service to support some or all aspects of the above requirements. The aim of the project is to ensure that The Cedar Foundation deliver a quality IT service across the organisation for all users irrespective of location or requirements. Scope The scope of the document is: (a) To provide potential bidders with sufficient knowledge of the required infrastructure to enable them to provide a complete and comprehensive response. (b) To detail exceptions to standard processes which may affect their proposal. (c) To detail any specific requirements which may not be normally considered part of a specific sub system, workflow or process. (d) To detail the environment within which their solution must operate. Scope of Work, Specifications & Requirements The scope can be divided into 6 separate but closely related areas; namely: (a) the Local Area Networks (LAN) within each site to provide network connectivity. (b) the Workstations (PCs or Laptops) used by the end-users to access their services and applications. (c) the Servers, either or both on-prem and cloud, from where services and applications will be delivered to end users over the network. (d) the Wide Area Network (WAN) infrastructure to support access to the servers, services and applications. (e) a managed service wrapper around all or part of a vendor's proposed solution. This may include a SIEM (Security Information and Event Management) solution. (f) Mobile Device Manager solution Whilst these areas are inter-related, in that different server/application delivery configurations will have a preferred, or optimal, structure, the scope has been split to enable vendors to submit proposals for parts or all of the requirements. The document also asks for details on the support of the vendors proposed solutions, and in particular, where vendors are providing a partial solution, it is important that The Cedar Foundation are aware of the demarcation points between each of the partial solutions.
