***THIS NOTICE IS FOR A MARKET ENGAGEMENT EVENT ONLY***<br/><br/>NHS Arden and Greater East Midlands CSU on behalf of Birmingham Women and Children's NHS Foundation Trust, as Lead Provider of the West Midlands CAMHS Provider Collaborative (https://toucanwestmids.nhs.uk/), are seeking expressions of interest from suitably qualified and experienced providers for the provision of Eating Disorder Day Hospital Services, attached to a current inpatient facility and a standalone Eating Disorder Day Care Service. <br/><br/>Contract Length is expected to be a maximum of 2 years, inline with the Lead Provider contract commissioned by NHSE.<br/><br/>The service(s) must be located within the geography of the West Midlands. <br/><br/>Further details are provided in II.2.4 below.<br/><br/>The Commissioner intends to hold a market engagement event via MS Teams on 26th September 2024 at 11:30 to 13:00, and 30 minute 1:1 sessions on 01st October between 12:00 and 14:00 and 02nd October between 12:30 and 15:30. You will only be invited to a 1:1 session if you have attended the open forum event. Sessions will be scheduled on a first come first serve basis. Interested parties should express an interest in attending by completing a short questionnaire which can be found on the Atamis Health Family portal (https://atamis-1928.my.site.com/s/Welcome and search for project C304129). A link to the event can be located within the Documents area of the Atamis project.<br/><br/>Please ensure that you have registered your interest in attending the market engagement event by 25th September at 12 noon.

Lot 1

The WMCPC intends to commission Eating Disorder Day Hospital Services for children and young people within the West Midlands (aged 13-18).

The service and provider will need to be registered with the Care Quality Commission to provide mental health services.

The indicative services aims are to:
* Support young people with a diagnosed Eating Disorder to receive timely and effective care in the least restrictive environment
* Reduce inpatient admissions to Specialist Eating Disorder Units (and/or reduce lengths of stay for those already admitted)
* Provide an alternative, sustainable model to inpatient care as described within NHSE's draft commissioning guidance for children and young people's intensive mental health services.
* Provide specialist eating disorder interventions on an outpatient basis
* Be NICE Guideline (NG69) compliant
* Provide a treatment option for the young person where there may be reluctance for inpatient admission and/or they require a more structured treatment approach to interventions than can be achieved within a current community setting.

The proposed service model should cover the following minimum requirements (these may be subject to amendment due to concurrent development work)

* Service model should focus on highly structured programme of day care provision, with range of evidence based therapeutic treatment approaches, supplemented with educational support to maintain a structured environment for the young person
* Interventions should be tailored to meet young person's needs at time of assessment as well as support to family/carer.
* Service should be operational seven days per week 8am-8pm.
* Service should be committed to principles of least restrictive practice
* Service should have capacity to provide day service places up to 8 young people at any one time

This is a new service model for Children and Young People's Intensive Mental Health Services (CYPIMHS), as such, the successful Provider is expected to be fully operational, providing services ideally from 1st January 2025, but at the latest from 1st April 2025.

The contract value (per annum) is PS927,198. (PS1,854,396 lifetime value)

The Contracting Authority will be using an eTendering system for this exercise. Additional information: Any award of contract for this requirement is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply. In addition, neither the placement of this notice nor any subsequent notice shall bind the Commissioner to the award of any contract.
