Summary of the contracting process

Warwickshire County Council is commissioning a comprehensive Drug and Alcohol Treatment and Recovery Services contract, targeting both adults and children and young people (CYP). The procurement process involves selecting a single provider for each of its two Lots: Lot 1 for Adult Drug and Alcohol Treatment and Recovery Service, and Lot 2 for Children and Young People's Drug and Alcohol Services. Providers can bid on one or both Lots, with contract commencement on 1st May 2025 and ending on 30th April 2030, potentially extendable by up to 5 years. The procurement stage is at the tender update phase, having completed a competitive selection under the Health Care Services (Provider Selection Regime) Regulations 2023. The contract, initially spanning 5 years, is valued at £4,352,855 for both Lots combined, with significant extensions possible based on performance and funding availability. The opportunities span health and social work services throughout Warwick, UKG region.

This tender presents substantial business growth opportunities for providers specialising in health and social care services, particularly those with experience in drug and alcohol treatment and recovery. The selected providers will engage in evidence-based psychosocial and clinical interventions, outreach, harm reduction strategies, and collaborative work with community pharmacies and inpatient facilities. Both large-scale and mid-sized organisations with capabilities in clinical and community-based settings will find this contract well-suited to their expertise. With the Council's emphasis on quality (80%) over cost (20%) and a prioritisation of social value, businesses primed to deliver high-standard, impactful services with an outlook on continuous improvement and community health enhancement are decidedly positioned to gain from this opportunity.
