The contract has a 10-year term and has been called off from the PfH Framework using the Direct Award mechanism, as set out within the Framework Agreement, to Liberty Group Investments Limited (Liberty) being ranked number 1 on Lot 1 (North West Region) of the Responsive Repairs and Void Property Services Framework Agreement. The annual value of the contract is PS30m, with a total estimated value of PS300m over the full term.

ForHousing is awarding a contract as set out above. The scope of the contract, with anticipated annual values, is: Responsive Repairs (PS19.3m); Void Property Repairs and Refurbishments (PS5.0m); Grounds Maintenance (PS1.7m), and Other Works (PS4.0m). The contract has been called off using the Direct Award mechanism under the Framework to Liberty. This is compliant with the Framework as: (1) the services are clearly and adequately described in Schedule 1 of the Framework Agreement, (2) the Supplier's Prices can be applied to the services required (3) the contract terms are appropriate (4) the contract can be concluded with no further substantive information required from Suppliers. The contract includes the supply and fit of kitchens; bathrooms; windows and doors; electrical works; internal and external decorations; roofing works; cladding.

Procurement Information

ForHousing Limited was not required to publish a call for competition in the Find a Tender Service for the proposed call-off contract on the basis that this contract has been awarded pursuant to the Procurement For Housing framework. ForHousing Limited and Procurement For Housing are satisfied that the call-off contract has been awarded in compliance with the framework agreement and in accordance with its terms. As such, the call-off contract is permitted under the Public Contracts Regulations 2015 (the "PCR") and complies with the rules re. awarding contracts based on framework agreements as set out in regulation 33(8)(a) of the PCR. Prior publication of a Contract Notice was therefore not needed.
