Summary of the contracting process

Transport for London (TfL) is in the planning stage of a procurement process for auction services related to unclaimed lost property. The Prior Information Notice (PIN) issued on 20th September 2024 serves as a market engagement exercise to inform potential suppliers about this upcoming opportunity. This procurement falls under the services category, specifically auction services (CPV: 79342400), and is geared towards the London region. Potential suppliers are encouraged to express their interest by Friday, 27th September 2024, with further tender documentation expected to be published on 21st October 2024.

This tender offers a significant opportunity for businesses specialising in auction services to partner with TfL's Lost Property Office (LPO), which is the largest in Europe. With over 200,000 items processed annually, the contract aims to find auctioneers capable of effectively marketing and maximising the sale value of unclaimed items. Companies with expertise in handling high volumes of miscellaneous goods and those with strong market promotion abilities will find this tender particularly lucrative, providing a solid avenue for business growth through sustained collaboration with a high-profile public authority.

Notice Title

Auction Services for Unclaimed Lost Property

Notice Description

The purpose of this Prior Information Notice (PIN) is to alert potential suppliers to an opportunity for future services for auctioning unclaimed lost property. It is a market awareness exercise to share information on a potential procurement, to engage with the market on the scope and approach; and to enable TfL to determine the detailed design of the procurement and commercial process. The purpose is to test the market's capacity and capability to deliver the requirement, consider if any changes to the requirement would increase market appetite whilst still delivering the capabilities needed, and to generate market interest. This activity is focusing on the market, rather than the merits of individual suppliers. It includes no element of supplier selection or bid evaluation. There is no commitment of any kind inferred by either party.

Lot Information

Lot 1

About the LPO: The Lost Property Office (LPO) is the largest of its kind in Europe. It recovers more than 200,000 items each year across London's vast transport network. To accommodate the growing scale of TfL's Lost Property Office and improve how quickly lost items can be processed and recorded customers are encouraged to first try to locate missing items at the location that they were lost. Items that remain missing are sent to LPO. Items are kept for three months, after which ownership is transferred over to Transport for London (TfL). All personal or sensitive data on items (such as phones or cameras) is removed and securely destroyed. Items are then either donated to charity, recycled, disposed of or anonymously sold at various auctions. All money gained gets fed back into the lost property process, contributing to labour and handling costs. The LPO are seeking to partner with auctioneer(s) to effectively market, promote and maximise sale value of unclaimed lost items. Additional information: If you wish to register an interest, please send an email clearly stating 'LPO Auctioneers EOI' in the subject line to chrisstratton@tfl.gov.uk including the following information: Name of Contact, Name of Organisation, Details of the company's website providing further information about the company. Email address, Telephone contact number. This PIN is released for market sounding purposes only. This PIN does not formally signify the beginning of any procurement exercise by the authority, nor does it constitute a commitment by the authority to undertake a procurement. However, if the authority decides to formally commence a procurement pursuant to this PIN, a separate contract notice will be published. If a separate contract notice is published the authority will rely on the publication of this notice to utilise the minimum time-frames permissible for the receipt of tenders and stages of a procurement Please see description above. Further details of the procurement will be published in the tender documentation. Expressions of interest: Suppliers wishing to engage with the Authority for this opportunity are invited to register their interest by Friday 27th September, this will be followed by a short survey. A tender process will follow the PIN notice, likely in mid- October 2024.
