Notice Description

The Council is inviting tenders from potential suppliers who wish to provide high quality care and support services under the 'Care and Support in Your Home Pseudo Dynamic Purchasing System (DPS)'. Providers may be registered with the Care Quality Commission as a provider of personal care to those who require this. Submissions from non-regulated providers able to provide support and assistance are also welcome. The Pseudo DPS includes three Lots - Home, Community and Partnership. Providers are invited to apply to join the Pseudo DPS at one or more of these levels, the expectations of each level being detailed in the specification. Personal care, as defined by the Care Quality Commission, will only be delivered by providers qualifying to join the Pseudo DPS Home Lot. Contract award to the Pseudo DPS does not guarantee any call off contracts, either on a spot purchased basis or through mini competitions for block contracts. The processes for call off are described in the Specification. All spot purchased care and support services called off of the Pseudo DPS will be subject to fixed rates as specified in the Contract Terms (PS27.52 per hour for regulated care and PS24.78 for non-regulated support) The contract term will be for an initial period of five years, anticipated to commence from 1st April 2025. An option to extend the contract for a further two periods of 12 months is enabled under the Pseudo DPS.

An option to extend the contract for a further two periods of 12 months is enabled under the Pseudo DPS. Potential suppliers will need to complete all the documents outlined within the Invitation to Tender document and upload these to ProContract by the deadline specified. Any provider wishing to be considered for block contracts to be called off of the Pseudo DPS must ensure they complete the method statements appropriate for the contracts (i.e. for care and support within Extra Care Housing the method statements for the Community Lot must be completed; and for the Reablement service the method statements for the Partnership Lot must be completed). This is an open procedure under the light touch regime. The Council reserves the right to reopen the Pseudo DPS in response to market shaping requirements as necessary, to meet the needs of its communities. However, the Pseudo DPS will be open for new submissions as a minimum every six months and/or over the life of the DPS.
