Summary of the contracting process

Translink, an urban railway and bus service provider in Belfast, is planning a market engagement for the asset renewal of its Windhoff Multi-Purpose Vehicle (MPV), which has been operational since 2017. The MPV, used for applying sandite and high-pressure water jets on rails, needs safety-critical overhauls on its main traction unit engine, bogies, and pneumatic systems to ensure continued efficiency. This procurement process is in the planning stage, with consultations scheduled to be held via Microsoft Teams. Interested suppliers are invited to register their interest by close of business on 1 November 2024, with subsequent notices likely by 6 January 2025.

This tender presents a significant growth opportunity for businesses specialising in railway maintenance services and those with expertise in rolling stock overhauls. Participating suppliers will have the chance to demonstrate their capability to enhance the operational efficiency and longevity of the MPV, thereby reducing maintenance costs for Translink. Firms with experience in modular design solutions or those capable of extending vehicle functionalities through equipment swaps for different rail maintenance tasks will find this engagement particularly beneficial. The procurement process, governed by the Utilities Contracts Regulations 2016, will progress subject to funding availability and potential competitive tendering.

Notice Title

Multi-Purpose Vehicle (MPV) Asset Renewal

Notice Description

Translink wishes to procure a solution to carry out safety critical overhauls on the Main Traction Unit engine, bogies, and pneumatic systems on the Multi-Purpose Vehicle. The Windhoff Multi-Purpose Vehicle (MPV) entered service in 2017. The double ended vehicle is designed primarily to apply sandite and use high pressure water jets on the rail to improve adhesion. However, the design is modular, allowing the swapping of equipment to undertake other work, including weed spraying. To allow the MPV to operate in a safe and efficient manner, aging components require replacing at scheduled intervals as per the manufacturer's recommendation. This will ensure maintenance costs are kept low, reliability and availability of the vehicle remains high, and the operational life of the vehicle will be met. To that end Translink wishes to undertake premarket engagement consultations with interested suppliers conducted via Microsoft Teams. If you are an interested, please confirm in writing to Robin Winsby at robin.winsby@translink.co.uk by close of business Friday 01 November 2024.
