Summary of the contracting process

The Westminster Foundation for Democracy Limited (WFD) has issued an Invitation to Tender (ITT) for Participatory Action Research (PAR) training and development. This active procurement, managed through an open procedure under the legal framework of EU Directive 2014/24/EU, seeks to establish a framework with one or more suppliers until 31st March 2027. The scope includes PAR training, research accompaniment, co-designing learning plans, and development of implementation guides. Classified under CPV code 79000000, this contract falls within the business services sector, specifically in law, marketing, consulting, recruitment, printing, and security. The submission deadline is 3rd November 2024, with bid opening on 4th November 2024, and the contract commencement on 25th November 2024. The services are required in the UK, and interested suppliers must submit bids in English electronically.

This tender presents significant opportunities for businesses specialising in consultancy, training, and research services, particularly those experienced in participatory research methods. It is an excellent growth opportunity for companies that can provide comprehensive training and support services for WFD's diverse programmes. Potential bidders should have a robust organisational profile, demonstrable experience, and a strong professional team. Organisations that foster inclusive practices, such as being living wage employers and having diverse boards, will be particularly favoured. The ITT's evaluation will consider quality, service fit to specification, value for money, and relevant experience, making this an attractive proposition for companies aligned with these criteria.
