Summary of the contracting process

Forestry and Land Scotland (FLS) has initiated a Dynamic Purchasing System (DPS) for Woodland Establishment across Scotland, targeting the horticultural services industry. The procurement for this project operates under an open procedure, covering two main lots: Commercial and Amenity, and Planting and Maintenance. This DPS, which extends its validity until 31st October 2029, aims to manage forest establishment operations, including tree planting, vegetation control, and ongoing maintenance. The primary region of operation is the UKM. Key dates include the tender closing period on 30th October 2029 and the initiation of the award period starting on 31st October 2029. Bidders need to submit a Single Procurement Document (SPD) for each bid, which FLS uses to evaluate their suitability and experience, ensuring that only pre-qualified suppliers can tender for various Woodland Creation projects as and when they arise.

This tender presents an excellent opportunity for businesses involved in forestry services and woodland management to expand their operations and secure long-term projects with FLS. With a total value of £21,000,000, the DPS offers multiple opportunities for qualified contractors capable of performing tasks such as ground preparation, tree planting, and ongoing maintenance activities. Businesses with expertise in forest establishment and the ability to manage commercial and amenity projects will find this tender particularly beneficial. Additionally, the requirement for SPDs ensures that only businesses that meet stringent qualifications will participate, increasing the chances for capable enterprises to succeed. Community benefits and supporting initiatives further offer avenues for businesses to contribute to local and environmental improvements, enhancing their reputation and community engagement.

Notice Title

Woodland Establishment across Scotland through a Dynamic Purchasing System

Notice Description

The Authority (FLS) has established a Dynamic Purchasing System (DPS) for Woodland Establishment across Scotland. A Dynamic Purchasing System (DPS) is an electronic system used to tender for services with a group of pre-qualified suppliers. FLS uses this system of pre-qualified suppliers to tender for Woodland Creation projects as and when they arise. To submit a bid to join the DPS, suppliers need to submit a Single Procurement Document (SPD) through the DPS project on the Public Contracts Scotland - Tender (PCS-T) website. The SPD is a qualification response form which allows FLS to assess bidders' suitability, experience, and capability to provide the services which may be required under the DPS. Only bidders that achieve a 'Pass' for all questions in the SPD are appointed to the DPS. The DPS comprises 2 Lots; Commercial and Amenity, and Planting and Maintenance. This DPS is extending the validity date from the 31st October 2024 until 31st October 2029. New applications shall be evaluated and the decision communicated within 10 working days.
