Summary of the contracting process

The University of Westminster is currently in the planning stage of a procurement process for "Practice Research Infrastructure" in the category of Research and Development Services and Related Consultancy Services (CPV code: 73000000). Located in London, UK, the potential contract is structured into lots and aims to develop an innovative national practice research infrastructure. The project will begin with a basic infrastructure and scale up over three years subject to additional investment, with implementation expected to start in June 2025. The main focus is on using existing open-source platforms to create a scalable, integrated system for capturing, disseminating, and preserving content. Key dates include the publication on 21 November 2024 and the future notice date set for 28 November 2025.

This tender provides substantial business growth opportunities, particularly for businesses experienced in technology partnerships and collaborative co-design with community stakeholders. Companies specialising in scalable open-source solutions and integrated infrastructure components would be well-suited to compete. The University anticipates working with multiple suppliers, offering a chance for various technology firms to contribute to different aspects of the project. Participation in the preliminary market consultation exercise can further refine the procurement process, although it does not guarantee an advantage or disadvantage for future tenders.

Notice Title

Practice Research Infrastructure

Notice Description

The University of Westminster is seeking indicative cost estimates, to inform funding bids, from potential technology partner(s) who are interested in and capable of working in co-design with the community to build an innovative national practice research infrastructure Potential projects would follow a phased approach, over three years, starting with the implementation of a basic infrastructure and scaling up subject to additional investment. As such, the requirements focus on the core infrastructure and assume using existing open-source platforms. This basic infrastructure must have the potential to scale up in size, functionality and number of users. We anticipate an integrated component-based approach to the infrastructure that encapsulates the potential for, firstly, the capture and dissemination and, ultimately, the preservation of content. We anticipate that there is an opportunity for partnerships working across more than one supplier,
