The Welsh Government is looking to procure a Learning Management System (LMS) as detailed in appendix 3 of the document titled 'Welsh Government Learning Management System Request for Information document attached to this notice'. In summary here are the key features and functions required: - Content Management System (CMS): The LMS should allow administrators to create and edit static web pages, manage site navigation, and schedule content for future publication. It should support various content types like videos and web links, and allow easy switching between English and Welsh content. - Content Repository: The system should include an enterprise-standard content repository to store and surface thousands of resources in various formats. It should also enable specified users to create and share content, and provide a user reporting process for flagged content. - Search Functionality: A consistent and effective global search feature is required to help users quickly find relevant results across the entire product, with filters to refine results. - Product Tools: The LMS should include tools for creating interactive content packages, formal training and assessment materials, collaboration spaces, event management, news areas, personal learning records, and coaching and mentoring tools. - Platform Administration and Management: The system should offer bulk email capabilities, reporting options through Google Analytics and Power BI, and administrative reporting functionalities. - Authentication and User Management: The LMS should support single sign-on, multi-factor authentication for administrators, and a user management lifecycle to comply with GDPR requirements. - Compliance: The product must be fully bilingual (English and Welsh) and meet the Welsh Government's accessibility requirements. It should also comply with the Welsh Government Global Experience Language (GEL) design pattern. - Data Protection and Security: The LMS must securely collect, process, and store personal data in compliance with UKGDPR. It should also have Cyber Essentials Plus or ISO27001 accreditation and undergo annual IT Health Checks.
