NHS Midlands and Lancashire Commissioning Support Procurement Unit is issuing this Prior Information Notice on behalf of NHS Herefordshire and Worcestershire Integrated Care Board (ICB) seeking engagement with the market in relation to the provision of a Falls Responder Service and Falls Navigator for the patient population in the county of Herefordshire, UK.

NHS Herefordshire and Worcestershire ICB is conducting this initial engagement exercise to establish potential interest to deliver a Falls Responder Service and Falls Navigator in Herefordshire. The Falls Responder Service and Falls Navigator is for patients and service users in Herefordshire who have fallen and require urgent physical assistance to be assisted up or lifted. The service is currently delivered by a local provider, however, this contact is due to expire on 31st March 2025. Full details of the service are set out in the Service Specification within Annex 1 - please see section II.2.14 regarding how to access this documentation. The service provider would be expected to have sufficient staff with competencies and skills in falls management to ensure that the services are always provided in all respects and in accordance with best practice. The proposed contact duration is 3-years with the option to extend for a further 2-years with mutual consent. The new contract would aim to commence on 1st April 2025. The proposed contract value is approximately PS220,779 per annum. The total contract value for the 3-year contract period plus the optional 2-year extension period is expected to be PS1,103,895; this is for the Herefordshire Falls Responder Service and the Herefordshire Falls Navigator. In order to provide indicative activity data for the proposed service, the data for 2023 - 2024 was as follows: (i) Falls Responder Service Number Of Call Outs: 1085 Number of Service Users Attended: 836 Number of 1st time visits: 334 Number of repeat visits: 749 (ii) Falls Navigator Number of frequent fallers (individuals) referred to the service: 79 Number took up offer of the service: 56 It is possible that TUPE may apply to the award of any new contract for the above service. Potentially interested parties are invited to feedback their comments with regard to their interest, capacity, capability and readiness in delivering these services across Herefordshire. If so, please state which Commissioner / Trust your contract is with and provide contract start and end dates?" 5 Does you organisation have the capability, capacity and readiness to provide the service as per the draft service specification across the county of Herefordshire, UK? Please provide an overview of your area of expertise and previous experience of delivering Falls Response Services 7 Please share any comments or feedback that you may have on the draft service specification based on your experience. 8 Given the demand for Falls Responder Service and the quality of service provision required as per the draft specification, do you consider your organisation able to provide this service within the stated financial envelope over the full contract term? NHS Herefordshire and Worcestershire ICB is not bound to follow any particular procurement process at this stage.
