    "description": "This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act Regulations 2023 do not apply to this award. The standstill period begins on the day after the publication of this notice. <br/><br/>Representations by providers must be made to the relevant authority by Midnight at the end of 27th March 2026. This contract has not yet formally been awarded; this notice serves as an intention to award a contract under the competitive process of the PSR.<br/><br/>Written representations need to be sent via the Atamis e-tendering portal, Project Reference: C321589: COMP: Provision of Orthodontics Services for Birmingham and Walsall.<br/><br/>The evaluation panel completed individual evaluations for assigned questions and took part in moderation to agree and finalise scores and rationales. The panel comprised of:<br/><br/>* Senior Commissioning Manager, Primary Care Commissioning Team OWM<br/>* Senior Clinical Dental Adviser, East Midlands Primary Care Team<br/>* Chair Local Dental Network Shropshire and Staffordshire, BSOL ICB<br/>* Consultant Orthodontist, UHDB Foundation Trust<br/>* Primary Care Finance Manager, OWM<br/>* Speciality Registrar in Dental Public Health, St Helens and Knowlsey NHS Trust<br/>* Consultant in Dental Public Health, NHSE<br/>* Information Governance Officer, AGEM CSU<br/>* Senior Finance Manager, OWM<br/>* Dental Contract Manager, OWM<br/>* Dental Project Manager - OWM<br/>* Associate Director Procurement Special Projects, AGEM CSU<br/>* Dental Contracts Manager, OWM<br/><br/>Note : Office of the West Midlands (OWM) staff are employed by BSOL ICB on behalf of the 6 West Midlands ICBs<br/><br/>The award decision makers were West Midlands Dental Assurance & Information Group, West Midlands Joint Commissioning Group and Midlands Commissioning Group<br/><br/>Two individuals declared perceived conflicts within their roles at the outset. However, once the Provider responses had been submitted these were not deemed as relevant for this procurement process<br/><br/>The Basic Selection Questions were Pass/Fail and the award criteria for the Key Criteria Questions were as follows, scored on a combination of a 0-5 scoring mechanism and pass/fail and for information.<br/>* Quality and Innovation 38%<br/>* Value 14% (including Pass/Fail and for information questions)<br/>* Integration, Collaboration & Service Sustainability 11% (including Pass/Fail questions)<br/>* Improving access, reducing health inequalities and facilitating Choice 21%<br/>* Social Value 16%<br/><br/>The preferred Providers were awarded the contract based on the highest overall weighted score for Key Criteria and meeting all of the Basic Selection Criteria.",
