Summary of the contracting process

Cumberland Council, operating from Carlisle, is seeking suppliers for a corporate vehicle hire contract, classified under "Passenger cars" and falling within the goods industry category. The contract, designated as "Corporate Vehicle Hire" with reference code DN752511, encompasses servicing locations across Cumbria and beyond, facilitating deliveries from business and home addresses. It is structured into four lots, each evaluated and awarded to individual suppliers via an open procurement method. This contract was initially planned for three years, with possibilities for two one-year extensions. The latest procurement stage concluded with awards issued to suppliers such as Arnold Clark Finance Ltd and Multifleet Vehicle Management Ltd in March 2025, following the tender process which ended on 23 December 2024.

This tender presents opportunities for businesses specialising in vehicle hire, particularly those acquainted with servicing rural areas, to engage in a contractual relationship with Cumberland Council. The open procedure provides a fair platform for large firms and SMEs alike to bid on one or multiple lots. Suppliers that focus on providing quality service and social value, in addition to competitive pricing, stand a notable chance of success, as the award criteria weigh heavily on these aspects. Companies equipped to meet delivery requirements and with facilities in relevant geographical areas will find this contract particularly advantageous for business growth and regional market expansion.
