Summary of the contracting process

The Scottish Government, acting as the buyer, is currently in the tender stage of procuring a service provider for the supply and support of a Correspondence Management System, as outlined in their Invitation to Tender (ITT). This project, identified by the code 29099, falls under document management services in the services industry category. The main goal is to implement a Software as a Service (SaaS) to manage the substantial volume of correspondence across various channels, including ministerial and general communications, Freedom of Information requests, and Parliamentary Questions. The procurement method employed is an open procedure, with critical deadlines for electronic submission set for the 6th of June 2025, which is also the commencement date for the award period. This initiative represents the Scottish Government's efforts to enhance operational efficiency and implement improved business processing models, based in the UKM region, including Edinburgh and Glasgow.

This tender presents a significant opportunity for businesses operating in the document management software sector, particularly those offering SaaS solutions and capable of delivering comprehensive support and implementation services. Companies with robust experience in managing large-scale correspondence systems and a strong track record in business process improvements would find this tender particularly compelling. With a project value of approximately £2.5 million and the possibility of contract renewal, businesses can leverage this opportunity to establish themselves as key partners to the Scottish Government, driving growth through high-quality, sustainable, and scalable solutions. Suitable candidates will need to meet specific financial and technical criteria, including adequate insurance levels and environmental management measures, ensuring resilience and reliability in service delivery.
