Toucan, the West Midlands CAMHS Provider Collaborative (WMCPC) (https://toucanwestmids.nhs.uk/) hosted by Birmingham Women's and Children's NHS Foundation Trust as Lead Provider have commissioned an Eating Disorder Day Care Service: Standalone unit for children and young people aged 13-18 within the West Midlands, and an Eating Disorder Intensive at Home (ED-ISH) Support Service for children and young people aged 13-18 within the North region of the West Midlands who require intensive mental health treatment to support discharge and step down from hospital.<br/><br/>This is a Provider Selection Regime (PSR) confirmation of contract award notice, following the publication of FTS Intention to Award Notice 2025/S 000-008680. The contracts for Lot 1a and Lot 2a have been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. This contract has now been formally awarded using the Competitive Process.<br/><br/>The contract award concluded 29th July 2025 with the contract period being July 2025 until March 2027<br/>The lifetime value of the contract is PS2,975,264.72<br/><br/>No reviews were applicable during the standstill period.<br/>There were no declared conflicts or potential conflicts of interest of individuals making the decision.
Lot Information
Basic Selection Criteria
This notice serves as the intention to award a contract under the Competitive Process.
The successful provider will deliver an Eating Disorder Day Care Services: Standalone unit for children and young people aged 13-18 within the West Midlands, and an Eating Disorder Intensive at Home (ED-ISH) Support for children and young people aged 13-18 within the North region of the West Midlands who require intensive mental health treatment to support discharge and step down from hospital.
This service is an enhanced specialised service and has been awarded to a new provider.
As a result of this Competitive Process a contract will be awarded to the successful provider for a period of 2 years, commencing from 01st April 2025. It is anticipated that the service provision resulting from this Competitive Process will have a value of PS2,975,264.72 for the contract period. Additional information: This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 or the Procurement Act 2023 do not apply to this award.
WMCPC intends to commission Eating Disorder day care provision for children and young people within the West Midlands (aged 13-18).
The service and provider will need to be registered with the Care Quality Commission to provide mental health services.
The indicative services aims are to:
* Support young people with a diagnosed Eating Disorder to receive timely and effective care
in the least restrictive environment
* Reduce inpatient admissions to Specialist Eating Disorder Units (and/or reduce lengths of
stay for those already admitted)
* Provide an alternative, sustainable model to inpatient care as described within NHSE's
draft commissioning guidance for children and young people's intensive mental health
services.
* Provide specialist eating disorder interventions on an outpatient basis
* Be NICE Guideline (NG69) compliant
* Provide a treatment option for the young person where there may be reluctance for
inpatient admission and/or they require a more structured treatment approach to interventions than can be achieved within a current community setting.
The proposed service model should cover the following minimum requirements (these may
be subject to amendment due to concurrent development work):
* Service model should focus on highly structured programme of day care provision, with range of evidence based therapeutic treatment approaches, supplemented with educational support to maintain a structured environment for the young person
* Interventions should be tailored to meet young person's needs at time of assessment as
well as support to family/carer.
* Service should be operational seven days per week 8am-8pm.
* Service should be committed to principles of least restrictive practice
* Service should have capacity to provide day service places up to 8 young people at any one time
This is a new service model for Children and Young People's Intensive Mental Health
Services (CYPIMHS), as such, the successful Provider is expected to be fully operational,
providing services ideally from 1st January 2025, but at the latest from 1st April 2025. Additional information: Any award of contract for this requirement is subject to the Health Care Services (Provider
Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the
Public Contracts Regulations 2015 do not apply. In addition, neither the placement of this
notice nor any subsequent notice shall bind the Commissioner to the award of any contract.
WMCPC intends to commission Eating Disorder Intensive Home Support provision for children and young people within the West Midlands (aged 13-18) who require intensive mental health treatment to support discharge and step down from hospital.
The first 12 months of provision will focus on step down's from Specialist Eating Disorder Units whilst developing the admission avoidance element to be operational from year 2.
The service and provider will need to be registered with the Care Quality Commission to provide mental health services.
The indicative services aims are to:
* Support young people to receive timely and effective care in the least restrictive environment
* To enable re-feeding including NG feeding to be undertaken at home.
* Reduce lengths of stay within a Specialist Eating Disorder Unit
* Provide time-limited intensive intervention within the young person's home environment
* Be NICE Guideline (NG69) compliant
* Work alongside existing Community Eating Disorder Services, providing higher level of expertise and intensive intervention.
The proposed service model should cover the following minimum requirements (these may be subject to amendment due to concurrent development work):
* Service should focus on intensive support within the young person's home environment, with a range of therapeutic, evidence based treatment approaches deployed
* Interventions should be tailored to meet individual young person's and their family's needs at time of assessment
* Service should be operational seven days per week and provide support as appropriate into the young person's home and/or school setting, with the accepted young people having intervention(s) up to four times daily (as determined appropriate at time of assessment and formulated within their care plan
* Most interventions from the ED-ISH should aim for around 14 weeks of input, though length of time input required should be based on clinical need
* The ED-ISH should provide a highly structured programme of intensive support that combines education, therapy and support with meal times and meal planning.
* ED-ISH should also consider support to parents/carers and families of the young person, which may be undertaken separately to the intervention with the young person.
* The service should have capacity to provide intensive input up to four times daily for at least 14 weeks to between 5 and 8 young people at one time. "description": "This notice serves as the intention to award a contract under the Competitive Process. <br/>The successful provider will deliver an Eating Disorder Intensive at Home (ED-ISH) Support for children and young people aged 13-18 within the North region of the West Midlands who require intensive mental health treatment to support discharge and step down from hospital.<br/>This service is an enhanced specialised service and has been awarded to a new provider.<br/>As a result of this Competitive Process a contract will be awarded to the successful provider for a period of 2 years, commencing from 01st April 2025. It is anticipated that the service provision resulting from this Competitive Process will have a value of PS1,149,320.92 for the contract period. Additional information: This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 or the Procurement Act 2023 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by midnight 24th March 2025. The decision to award the contract was made by West Midlands CAMHS Provider Collaborative Chief Finance Officer. <br/>Conflicts of interest identified amongst the group: 1. The non-conflicted members have assessed the nature and risk of the conflicts and decided which steps to take to avoid or manage them. The conflicted member was excluded from participating in the assessments. <br/>The Basic Selection Criteria scoring methodology was either Pass/Fail or For Information<br/>The Key Criteria were scored sub-weighted questions, as follows:<br/>Quality and Innovation - 30.00%<br/>Value - 10.00%<br/>Integration, Collaboration and Service Sustainability - 40.00%<br/>Improving access, reducing health inequalities and facilitating choice - 10.00%<br/>Social value - 10.00%<br/>Midlands Partnership NHS Foundation Trust passed the Basic Selection Criteria and received the highest combined overall weighted Key Criteria score out of 100.00%. As a result, they are awarded the contract, subject to agreement.",
