    "description": "This is a Provider Selection Regime (PSR) intention to award notice. <br/>The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 or the Procurement Act 2023 do not apply to this award. <br/>The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by midnight on 31st March 2025. <br/>This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. Any representations or correspondence regarding this outcome must be sent via the Atamis messaging portal.<br/><br/>The award decision-makers are the NHS Black Country Integrated Care Board. The decision to award the contract was made by NHS Black Country Integrated Care Board's Chief Finance Officer.<br/>There were no declared conflicts or potential conflicts of interest of individuals making the decision.<br/><br/>The Basic Selection Criteria scoring methodology was either Pass/Fail or For Information<br/>The Key Criteria were scored sub-weighted questions, as follows:. <br/>Quality and Innovation - 27.00%<br/>Value - 20.00%<br/>Integration, Collaboration and Service Sustainability - 32.00%<br/>Improving access, reducing health inequalities and facilitating choice - 11.00%<br/>Social value - 10.00%<br/><br/>Community Health and Eyecare Ltd received the highest combined overall weighted Key Criteria score of out 100.00%.
