Summary of the contracting process

Essex County Council is planning a major redevelopment of the County Hall Campus in Chelmsford, within the East of England region. This redevelopment falls under the construction industry category, specifically construction work (CPV code 45000000). Currently in the planning stage, the project aims to rationalise public sector space to better reflect future needs, creating surplus land for residential development and other potential opportunities. Key deadlines include an initial registration of interest by 2nd December 2024 and a site tour for interested parties on 12th December 2024. The Council is particularly interested in engaging with contractors capable of delivering projects with a Gross Development Value of approximately £75 million.

This tender offers substantial opportunities for businesses in construction, especially those experienced in mixed-use redevelopment projects. Companies with a solid track record in office-to-residential conversions, refurbishments, and new builds are particularly well-suited to compete. Participating in the soft market testing exercise will allow businesses to provide valuable feedback on design and implementation strategies, potentially influencing the final procurement specifications. This engagement could pave the way for future tender opportunities and strengthen participating firms' portfolios in large-scale public sector projects.
