The Service will be delivered using the principles of a whole system approach which will comprise of the following 5 broad areas of activity: * Access to Specialist Drug and Alcohol Harm Minimisation; * Identification and support for Higher Risk Drinkers; * Structured treatment for adults who are dependent on drugs or alcohol; * Support for system Integrated Working; * Completion and recovery
